Dehradun, July 11, 2025 — In a bold move to protect religious integrity and public trust, Uttarakhand Chief Minister Pushkar Singh Dhami has ordered the launch of “Operation Kalnemi”, aimed at identifying and taking strict legal action against impostors posing as Hindu sadhus who exploit faith to deceive the public.
The operation—named after Kalnemi, a demon from Hindu scriptures who disguised himself as a sage to mislead—seeks to rid Devbhoomi (Land of the Gods) of fraudulent elements that are bringing disrepute to Sanatan Dharma and endangering public safety.
Crackdown on Impostors in Saffron
CM Dhami issued a stern warning on Thursday, stating that “fraudsters disguised as saints will not be spared.” His directive comes in response to growing complaints across Uttarakhand about anti-social individuals wearing saffron robes and exploiting religious sentiments for financial fraud, exploitation of women, and other illegal activities.
“Today, a large number of ‘Kalnemis’ are active in society, much like the demon from ancient times who cheated people in the guise of a sage. Such elements hurt religious sentiments and defame the Sanatan tradition,” said an official from the state Secretariat.
Pattern of Religious Fraud
Senior officials have confirmed that the directive follows reports from several districts, where self-proclaimed holy men have allegedly cheated women and girls, often by gaining their trust under religious pretenses. These incidents have caused widespread outrage and concern among both citizens and spiritual communities.
One official remarked, “There have been several disturbing instances where fake saints not only misused religious symbols and attire but also engaged in criminal behavior, including sexual exploitation, blackmail, and financial deceit.”
Political Reactions: Support and Skepticism
While the BJP has come out in full support of the operation, calling it “necessary and timely,” the Opposition Congress party has questioned the execution and intent behind the move.
Manvir Singh Chauhan, BJP’s state media in-charge, praised the initiative, stating:
“This move will not only protect the sanctity of Sanatan Dharma but also serve as a deterrent to those who use faith as a tool to deceive. We commend CM Dhami for taking a firm stance.”
However, Congress leaders have expressed concern that the operation could be used for political targeting or moral policing, urging the government to ensure fair investigation and transparency in its implementation.
Operation Details & Enforcement Plan
“Operation Kalnemi” is expected to involve a multi-agency approach, including:
- Special surveillance units to track repeat offenders and known fraudsters.
- Verification drives for ashrams and spiritual gatherings.
- Public awareness campaigns encouraging citizens to report suspicious individuals.
- Coordination with local police and religious boards to verify the authenticity of individuals claiming to be religious figures.
Authorities have stated that anyone found misusing religious identity for personal gain or criminal purposes will face strict legal consequences under relevant sections of the IPC and cybercrime laws, where applicable.

Uttarakhand, often referred to as Devbhoomi for its numerous Hindu pilgrimage sites like Kedarnath, Badrinath, and Haridwar, has always held a deep spiritual significance. The rise of fake babas and religious charlatans in such a region has sparked widespread concern among devotees and religious organizations.
“The government is committed to protecting Sanatan culture and communal harmony. Misinformation in the name of faith won’t be tolerated,” CM Dhami reiterated.
