PIL Highlights Bad Roads and Encroachments
The Punjab and Haryana High Court has sought a response from the Haryana government over worsening road conditions, illegal encroachments, and traffic congestion in Gurgaon’s South City-1.
The issue arose through a public interest litigation (PIL) filed by retired Army officer Brigadier Paramjit Singh and several residents of the area. The petitioners highlighted that despite preparation of a Detailed Project Report (DPR) by authorities, no significant progress has been made.
Residents complained that roads are damaged, encroachments persist, and daily traffic problems continue to disrupt local life. They urged the court to direct the state authorities to implement the DPR promptly.
Haryana Govt Responds, Cites Monsoon Delays
In response, the Haryana government’s counsel informed the court that an estimation of over Rs 7.65 crore had been prepared for development works in the area. A tender process was floated, and work orders for 52 projects had been issued.
However, the execution of these works could not commence due to ongoing monsoon conditions, the counsel said, requesting the court to consider the seasonal delay.
High Court Issues Notices to Authorities
After hearing arguments from both sides, the division bench, headed by Chief Justice Sheel Nagu, issued notices to key authorities. These include the Municipal Corporation Gurgaon, Haryana Shehri Vikas Pradhikaran (HSVP), and other state departments.
The bench has asked the authorities to file a detailed reply by November 4, outlining steps to implement the DPR and address the persistent issues.
Residents Demand Quick Action
Local residents expressed hope that the High Court’s intervention will accelerate development in the area. They stressed the need for safe roads, proper drainage, and removal of illegal encroachments to ensure smooth traffic flow and improved quality of life.
Brigadier Paramjit Singh stated, “The authorities prepared plans, but implementation has lagged. We hope the court will ensure timely action.”

With the High Court’s notice, the Haryana government is expected to prioritize road repairs and urban planning in South City-1. This move reflects growing public concern over urban infrastructure issues in Gurugram, where rapid development has often outpaced civic management.
