Small traders across Karnataka are expressing alarm after receiving GST notices based on aggregated UPI transactions. Authorities used digital payment data to flag cases where annual turnover exceeded ₹40 lakh for goods or ₹20 lakh for services
More than 6,000 preliminary notices have reportedly been sent. Many so-called exempt vendors are now fearing enforcement actions.
Cash‑Only Signs Appear Amid Digital Withdrawal
In cities such as Bengaluru, Mysuru, Hubballi and Haveri, street vendors, tea stalls, milk booths, bakeries, and grocery stores have started refusing UPI payments. They display signs like “No UPI, Only Cash” to avoid being tracked.
Traders report sharp drops in digital transactions. Even small purchases via UPI—like ₹10–20—are counted toward GST thresholds, raising their turnover figures.
Traders Call for Strike and Demand Relief
Vendor groups have announced a statewide strike from July 23–25, with a full shop shutdown on July 25 to protest. Several traders’ associations urge the state government to withdraw these notices, citing poor communication and unintended targeting of small players.
Traders also say margins of 5–10% can’t absorb GST plus penalties, which often reach 50% of revenue.
Tax Department Clarifies Notices Are Not Final
A joint commissioner of the commercial taxes department has stated these are preliminary notices, not final tax demands. Recipients are invited to submit documentation and claim exemptions.
The notices ask recipients to register under GST only if turnover crosses the set thresholds via any mode of payment—including digital.
Government Launches “Know GST” Campaign
To calm anxiety, the government has rolled out a Know GST awareness drive and opened a helpline (1800 425 6300). Workshops have begun in Bengaluru and elsewhere.
Tax officials reiterate traders can respond and may have notices dropped if transactions involve exempt goods like fruits or vegetables.
Risk to Digital Economy and Political Clash
Critics warn the backlash may reverse gains from digital payment adoption since demonetisation. Trust in UPI could decline if digital trails always trigger GST scrutiny.
Political rhetoric has intensified. Opposition parties accuse each other of targeting vulnerable traders, amid concerns over state revenue shortfalls and possible misuse of GST notices to fund schemes.
