Lucknow – In a transformative move to reshape Uttar Pradesh’s healthcare landscape, Chief Minister Yogi Adityanath has unveiled a forward-looking health policy for 2025, aimed at leveraging private investment and bridging the urban-rural healthcare divide.

The new Uttar Pradesh Health Policy 2025, which will be effective for five years, focuses on building medical infrastructure through public-private partnerships (PPP) and offering significant incentives for private players. The plan outlines the development of state-of-the-art hospitals across all 75 districts of the state, including rural and backward areas.

“Healthcare must reach the last mile. This policy ensures access, affordability, and quality,” CM Yogi declared during a recent high-level policy briefing.

Three-Tier Model to Expand Hospital Access

The health policy is structured around three development models based on location and population needs:

  • Model A: Targets 17 municipal corporations, including Noida, Lucknow, Kanpur, and Ghaziabad. Each city will receive a 200-bed super-specialty hospital, funded by private investment.
  • Model B: Replicates the Model A approach in 57 district headquarters to ensure equitable access to specialty care.
  • Model C: Focuses on rural and underserved regions. Each of the 75 districts will see the setup of 100-bed general hospitals, expanding essential services to the grassroots.

These facilities will offer services in cardiology, oncology, neurology, maternity care, and more, with seamless integration into flagship healthcare schemes such as Ayushman Bharat and Mukhyamantri Jan Arogya Yojana.

Investment Incentives: A Robust Push for Private Sector Involvement

To reduce entry barriers and encourage investor participation, the policy includes a comprehensive package of incentives:

  • 100% exemption on stamp duty for hospital land purchases.
  • Subsidized land rates through development authorities.
  • Fast-track approvals for regulatory clearances and NOCs.
  • Priority connections for electricity and water.
  • Long-term sustainability through integration with central and state health insurance programs.

These investor-friendly provisions are expected to position Uttar Pradesh as a hub for healthcare entrepreneurship and innovation in North India.

Healthcare Meets Employment: Jobs for UP Youth

A standout feature of the new policy is its focus on local employment and medical education linkage:

  • Hospitals established under the policy must prioritize hiring local youth for roles such as nurses, lab technicians, ward attendants, and paramedics.
  • Graduates from medical and nursing colleges in UP will be linked directly with newly opened hospitals for on-the-job training and employment.
  • The policy promotes internships, certification programs, and tie-ups with educational institutions to skill the state’s medical workforce.

By tying healthcare infrastructure to job creation, the government aims to tackle unemployment while improving health outcomes.

Rollout Timeline and Next Steps

The CM has directed health officials to finalize the policy framework swiftly. The first phase of implementation includes:

  • Land identification and allocation in 20 districts within three months of cabinet approval.
  • Inviting expressions of interest (EOIs) from private healthcare providers.
  • Creation of a dedicated task force to monitor and fast-track project execution.

With this policy, Uttar Pradesh is not only tackling the healthcare infrastructure deficit but also creating a model that could be replicated across other Indian states.
