Yogi Adityanath directs PPP and revenue-sharing models for 478 projects in Mathura-Vrindavan, Kanpur, and Meerut to boost heritage-focused urban growth.
Chief Minister Yogi Adityanath gave officials instructions to use revenue-sharing and public-private partnership (PPP) models as the foundation for development in Mathura-Vrindavan, Kanpur, and Meerut.
The chief minister, who was reviewing the three cities’ comprehensive development plans, stated that future initiatives should lessen reliance on state assistance and instead concentrate on creating long-term revenue and enhancing local identities.
Divisional commissioners provided comprehensive citywide plans during the review meeting, detailing 478 development projects in total: 111 in Meerut, 109 in Kanpur, and 258 in Mathura-Vrindavan. These plans were created following discussions with interdepartmental teams and public representatives.

The chief minister emphasized that the preservation of local heritage, cultural character, and environmental well-being must be the primary priority of these cities’ growth, rather than just building concrete constructions. He urged creative planning, rigorous deadline observance, and noticeable enhancements to the everyday lives of locals and guests.
38 priority projects have been set aside for the 2025–2026 cycle alone. Projects have been grouped into various timelines.
According to an official release, the chief minister also ordered an investigation into the feasibility of using a PPP model for the proposed Bijli Bamba Bypass in Meerut, which is comparable to the Lucknow Green Corridor.
The first-phase interventions in all three cities are centered around traffic management, multi-level parking, smart roads, pedestrian facilities, and urban beautification.
The goal of Kanpur’s “Rooted in Legacy, Rising to Tomorrow” development strategy is to combine contemporary infrastructure with heritage.

Widening Mainavati Marg, multi-level parking projects, new master plan roads, improvements around Green Park Stadium, the creation of a Botanical Garden and Maksudabad City Forest, riverside connectivity, a Greenfield Corridor, and possible Metro network expansion are among the proposals. The idea of “Greater Kanpur” as a new growth zone is also introduced in the plan.
Mathura-Vrindavan’s ‘Vision 2030’ strategy concentrates on upgrading the spiritual and cultural experience for millions of local and foreign pilgrims. It includes upgraded Parikrama Marg amenities, multi-level and bus parking hubs, beautified entry gates, improved street façades, improved corridors connecting Barsana, Govardhan, and Radhakund, and improved lighting and signage from city entry points to significant temples.
The Bijli Bamba Bypass, a recycled-water supply system from Shatabdi Nagar STP to Mohkampur Industrial Area, the redevelopment of University Road, improvements at 19 traffic intersections, the construction of Sanjay Van, and the widening of important sections like Hapur Adda–Gandhi Ashram Road are all part of Meerut’s urban overhaul, which aims to reduce traffic and improve mobility.
