CM Yogi Inaugurates ₹72.78-Cr Forensic Lab in Gorakhpur

UP Unveils High-Tech Forensic Lab to Boost Crime Detection

Chief Minister Yogi Adityanath inaugurated a new A-Class Regional Forensic Science Laboratory (RFSL) in Gorakhpur on November 18. The six-storey facility, built at a cost of ₹72.78 crore, marks a major milestone in UP forensic reforms. Moreover, the Chief Minister said that the upgraded center will offer faster, sharper, and more reliable investigations.

During the ceremony, he stated that the “new Uttar Pradesh” created after 2017 has no space for crime. He added that anyone breaking the law will face strict action under his government’s zero-tolerance policy. Additionally, he congratulated the people of eastern Uttar Pradesh for receiving a modern forensic facility that meets national standards.

Yogi Adityanath stressed that scientific investigation is transforming policing across the state. Moreover, he said that the new lab will help victims receive timely justice through accurate, transparent, and tech-driven evidence collection.

UP Rapidly Expands Forensic Capacity Since 2017

The Chief Minister highlighted that Uttar Pradesh had only four forensic labs before 2017, despite being India’s most populous state. After the new government took charge, it decided to set up forensic labs in every commissionerate. As a result, the number has now risen to 12. Moreover, six additional labs are under construction.

Yogi added that mobile forensic vans are now active in every district. Each district has two vans, ensuring evidence collection within hours of any incident. This rapid system helps investigators secure strong evidence quickly. Additionally, he said that no criminal will be able to escape accountability under the strengthened forensic network.

The CM also noted that new criminal laws passed in 2023 have increased the importance of forensic science. Under the Bharatiya Nyaya Sanhita, Bharatiya Nagarik Suraksha Sanhita, and Bharatiya Sakshya Sanhita, forensic investigation is now mandatory for crimes carrying more than seven years’ imprisonment. Moreover, UP had already prepared for this requirement well in advance.

Forensic Education and Modern Policing Get a Big Boost

Yogi Adityanath said that forensic reforms will also create new job opportunities for young people. The state has set up the UP State Institute of Forensic Science in Lucknow. The institute offers certificate, diploma, and degree courses for future experts. Additionally, it houses advanced DNA labs, AI-driven systems, drone labs, and robotics facilities.

He noted that the institute can operate drones from nano size to 40 kg. Moreover, it supports advanced training for crime scene reconstruction and cyber investigations.

The Chief Minister said that the Gorakhpur RFSL will act as a major support center for modern policing. It will offer services across ballistics, narcotics, serology, cyber forensics, DNA profiling, and document analysis. Moreover, he stressed that these capabilities will strengthen the speed, accuracy, and reliability of police investigations across UP.

UP Strengthens Police Force, Commissionerate System, and Surveillance

Yogi also spoke about large-scale reforms in policing. He said that the state has recruited 2,19,000 police personnel in the last eight years. This includes more than 60,000 recruits from the latest drive. Moreover, the recruitment numbers now exceed the entire police force of many states.

He added that police training capacity has expanded more than tenfold since 2017. Earlier, the state had only 6,000 training seats. However, new facilities now allow all recruits to train in government-run centers. Additionally, he said that many districts will soon have high-rise police barracks to meet demand.

The CM also highlighted the expansion of the commissionerate system. The model, pending for almost 50 years, was implemented in 2020. Now, it operates in seven districts. Moreover, 17 municipal bodies, including Noida and Greater Noida, have been developed into safe cities.

More than 13 lakh CCTV cameras are now active across major urban centers. These cameras help identify criminals within hours of an incident. Additionally, he said that crime cannot hide in the modern UP created since 2017.

The state has also strengthened PAC battalions. Three women’s PAC units have been formed, named after Jhalkari Bai in Gorakhpur, Uda Devi in Lucknow, and Avanti Bai Lodhi in Badaun. Moreover, new PAC units have been set up in Balrampur, Jalaun, Mirzapur, Shamli, and Bijnor.

The Chief Minister added that emergency services like police, ambulances, fire units, and cyber help are now integrated under the 112 response system. He said that the state aims to deliver transparent, accountable, and citizen-centered justice.
