MP CM Dr. Mohan Yadav ’s Cabinet okays ₹78.94 crore plan to electrify 18,338 tribal homes under PM-JANMAN; raises land compensation for power lines.

Dr. Mohan Yadav, the Chief Minister, presided over the Cabinet meeting held on Tuesday at the Mantralaya. The Cabinet authorized the second phase of the supplementary action plan for electrifying houses in the Bharia, Baiga, and Sahariya communities as part of the Pradhan Mantri Janjati Adivasi Nyay Maha Abhiyan (PM-JANMAN).

The new plan aims to electrify an additional 18,338 PVTG houses at a cost of ₹78.94 crore. The Central Government would offer a grant of ₹47.36 crore (60%) and the State Government will contribute ₹31.58 crore (40%) as equity to power distribution businesses.

The Cabinet authorized increasing the cost ceiling for electrifying PVTG settlements in 24 districts from ₹1 lakh to ₹2 lakh per home. Power companies would electrify households up to the assessed cost of ₹2 lakh. In cases where expenses surpass this limit, the Energy Development Corporation would electrify the homes using off-grid solar panels and battery systems. 211 homes will be electrified using this off-grid technology.

The first phase of PM-JANMAN, approved on March 11, 2024, was to electrify 10,952 dwellings at a cost of ₹65 crore. Currently, 8,752 houses have been connected to power.

Increased compensation for high-voltage transmission lines.

The Cabinet agreed an increase in compensation for farmers whose land is used to construct extra high-voltage electricity transmission lines of 132 kV or higher. The compensation rate for tower installation has risen from 85% to 200% of the land value. Compensation for the right-of-way (ROW) corridor of transmission lines has been enhanced from 15% to 30%.

Furthermore, the compensating area surrounding each tower has been increased by one meter in all directions beyond the four tower legs. Farmers will retain ownership of their land, and they will be able to continue farming under and around the wires, with the exception of the specific tower locations.

The compensatory corridor width for 132 kV lines has been extended from 7 to 28 meters, for 220 kV lines from 14 to 35 meters, and for 400 kV lines set at 52 meters.

Approval for the creation of 7 new posts in Buxwaha, Chhatarpur.

The Cabinet approved the creation of seven new positions for the Court in Buxwaha, District Chhatarpur, including one Civil Judge Junior Division and six support personnel (Class III and IV). The annual financial expenditure for these postings is ₹52.46 lakh.

Amendment to the Government Housing Allotment Rule-2000.

The Cabinet approved modifications to Rules 17 and 37 of the Government Housing Allotment Rules, 2000, which apply to Bhopal.

The new laws allow a government staffer transferred outside of Bhopal to keep government housing at normal rent for up to six months. Upon retirement, a government employee may keep the assigned house for six months, the first three months at normal rent and the following three months at ten times the standard rent. After this period, penal rent will be imposed, followed by eviction proceedings. Previously, retention was limited to three months. In the event of resignation, termination, or unlawful retention for other reasons, government housing may be retained for up to three months at regular rent. After that, penal rent will be charged, and eviction proceedings will begin.

Rule 37 revises the eligibility criteria and license fee structure based on wage level. The penal rent has been raised from ten to thirty times the regular rent, with an extra 10% monthly rise afterward.
