Italy Opposes NATO Troop Deployment to Ukraine

Italian Prime Minister Giorgia Meloni has firmly stated that Italy will not send troops to Ukraine. Her decision highlights growing divisions within NATO over direct military involvement in the war.

The matter surfaced during consultations between European Union leaders and Ukrainian President Volodymyr Zelensky ahead of talks in Washington with U.S. President Donald Trump. Some NATO members, including France, have backed troop deployment, but Italy has rejected the proposal.

Meloni Warns Against Escalation With Russia

Meloni responded sharply when the French president suggested sending NATO forces. “Russia has 1.3 million soldiers – how many should we send to be up to the task?” she asked. She noted that Russia also receives additional foreign support, which makes direct confrontation a dangerous gamble.

The Italian leader stressed that sending Italian troops was “never on the agenda.” She pointed out that NATO’s Article 5 provides collective security only if a member state is attacked. Therefore, deploying troops in Ukraine, which is not a NATO member, could risk dragging the entire alliance into open war with Russia.

Divisions Inside NATO Over Troop Deployment

Earlier in March 2025, French President Emmanuel Macron and UK Prime Minister Keir Starmer proposed a “coalition of the willing” to send ground and air forces for a peacekeeping role in Kyiv. However, the plan was strongly condemned by Russia, which warned that any NATO soldier on Ukrainian soil would be treated as a combatant.

Italy is not alone in rejecting the idea. Germany, Poland, Spain, Romania, and Croatia have also refused to take part in any such mission. These countries, like Italy, fear that direct involvement could escalate the conflict beyond Ukraine.

Russia Warns of World War III

Russia has repeatedly issued warnings against NATO troop presence in Ukraine. In April, Sergey Shoigu, secretary of Russia’s National Security Council and former defence minister, declared that the arrival of NATO forces could trigger a third world war.

Such threats have made NATO leaders cautious, even as Ukraine continues to request greater support. For now, most member states are sticking to arms supplies, training missions, and financial aid rather than committing combat troops.

Balancing Support Without Escalation

Italy continues to provide Ukraine with weapons, humanitarian aid, and training support. However, Meloni has made clear that Rome’s assistance will not cross into sending combat troops. Her stance reflects both domestic concerns and a broader European hesitation to escalate the conflict.

As NATO prepares for further talks in Washington, the divide between those advocating stronger intervention and those urging caution is likely to remain a central challenge.
