Rajasthan Woman Arrested After Impersonating Police Sub-Inspector at RPA for 2 Years
Jaipur | July 6, 2025 — In a shocking breach of law enforcement integrity, a woman was arrested this week for impersonating a police sub-inspector and infiltrating the prestigious Rajasthan Police Academy (RPA), where she spent nearly two years attending training sessions, wearing official uniforms, and socializing with senior officers.
The woman, Mona Bugalia, also known by the alias Mooli Devi, was apprehended in Sikar district. She had been absconding since 2023 after a complaint was filed in Jaipur regarding her fraudulent activities.
How Did She Pull It Off?
Originally from Nimba Ke Bas village in Nagaur district, Bugalia failed to clear the sub-inspector recruitment exam in 2021. However, instead of giving up, she allegedly forged documents, created a false identity, and entered the RPA under the pretense of being an SI recruit admitted under the sports quota.
For nearly two years, Bugalia lived a double life—training with actual recruits, wearing authentic police uniforms, and even delivering motivational speeches at public events alongside high-ranking IPS officers.
She maintained a public profile on social media, posting videos in uniform, parade clips, and motivational content, which further helped cement her fraudulent identity.
Discovery and Arrest
The elaborate deception began to unravel when trainee sub-inspectors at the RPA grew suspicious of her backstory. Upon escalating the matter to senior authorities, an internal investigation was launched.
Bugalia was soon traced and arrested in Sikar, where police seized:
- ₹7 lakh in cash
- Three official police uniforms
- Forged identity documents
- Training papers from RPA
During interrogation, she confessed that her primary motive was to gain admiration, especially from her four sisters, and to experience the social respect associated with being a police officer.
Security Lapses at RPA
The fact that a civilian managed to access restricted training zones, participate in outdoor drills, and pose in uniform with senior officers raises serious concerns about security protocols at one of the state’s top law enforcement academies.
“This is not just a case of impersonation; it’s a systemic failure,” said social activist Vijay Kumbhar, who called the incident a sign of “institutional rot.”
Officials within the Rajasthan Police are now facing scrutiny for allowing such a breach to persist over such a long period without detection.
Social Engineering and Digital Deception
Bugalia used WhatsApp groups meant for official recruits, exploiting digital spaces to gain access to insider information. Her activity was convincing enough that no one initially questioned her legitimacy, particularly because she seemed to blend in seamlessly with the other trainees.
Photos show her at official RPA events, in parade grounds, and interacting with senior officers, some of whom appeared unaware of her false identity.
Legal Action and Charges
Authorities are preparing to charge Bugalia under various sections of the Indian Penal Code (IPC), including:
- Impersonation of a public servant
- Forgery
- Cheating
- Trespassing into a restricted government facility
Additional investigations are underway to determine whether any insiders aided her or if this was a solo operation.
