A viral video captured Public Works Department (PWD) Minister Parvesh Verma slapping a young man who was filming the event. The incident triggered immediate political fallout across the national capital.
Delhi Police filed a First Information Report (FIR) against Aam Aadmi Party (AAP) MLA Jarnail Singh on Monday. Authorities accused the local lawmaker of obstructing government officials in discharging their public duties.
Meanwhile, police registered only a Non-Cognisable Report (NCR) against PWD Minister Parvesh Verma under Section 115 of the Bharatiya Nyaya Sanhita (BNS) for voluntarily causing hurt. This lighter legal entry means law enforcement cannot arrest or investigate the minister without explicit permission from a magistrate.

The victim, identified as Saheb Singh, handles social media for AAP MLA Jarnail Singh. He alleged that security personnel restrained him while minister Parvesh Verma snatched his phone and struck his face.
