Punjab Assembly unanimously passes Indian Stamp (Punjab Second Amendment) Bill, Abadi Deh Amendment, and Land Revenue Amendment for easier transactions and property rights.
The Indian Stamp (Punjab Second Amendment) Bill, 2025, the Punjab Abadi Deh (Record of Rights) Amendment Bill, 2025, and the Punjab Land Revenue (Amendment) Bill, 2025 were all unanimously approved by the Punjab Vidhan Sabha today. Hardeep Singh Mundian, the minister of Punjab Revenue, Rehabilitation, and Disaster Management, introduced the bills during the House’s special session.
According to Mundian, by eliminating duplicate levies for the same loan transaction, the Indian Stamp Act, 1899 revision rationalizes stamp duty associated with title deed deposits, hypothecations, and equitable mortgages. According to him, a single duty on the entire loan amount with a fair upper maximum will reduce transaction costs, make conducting business easier, and assist MSMEs.

Regarding the Punjab Abadi Deh (Record of Rights) Act, 2021, he stated that shorter deadlines for objections and appeals will expedite the “Mera Ghar Mere Naam” Scheme’s implementation, guaranteeing Abadi Deh people timely ownership rights.
According to the Revenue Minister, changes to the Punjab Land Revenue Act of 1887 will give digital records and digital signatures legal validity, avoid needless summonses of non-litigators, and speed up the resolution of cases before revenue authorities. According to him, the action will lessen hardship for residents and introduce digital record keeping that is user-friendly throughout the state.
