Chandigarh, July 12 — A significant legislative development took place in the Punjab Vidhan Sabha today as the Prevention of Cruelty to Animals (Punjab Amendment) Bill, 2025 was formally tabled. Dr. Baljit Kaur, Punjab’s Cabinet Minister for Social Security, Women and Child Development, voiced strong support for the bill, describing it as a historic and moral step toward protecting the state’s spiritual and cultural fabric.

Humans and Animals: A Sacred Bond

During the discussion, Dr. Kaur reflected on the deep-rooted connection between humans and animals, tracing it from ancient times to the present. She remarked that while language and intellect allowed human beings to evolve, it also led to growing cruelty and exploitation of the animals that once shared their lives and labor with humans.

Using a powerful anecdote, she illustrated how humans have misused their dominance over animals, turning what should have been a relationship of care and responsibility into one of neglect and harm.

Ecological Balance and Shared Existence

Emphasizing that the Earth belongs to all living beings, Dr. Kaur urged fellow lawmakers to recognize that birds, animals, insects, and even micro-organisms are part of a balanced ecosystem. Disturbing this harmony, she warned, could lead to serious consequences for the environment and humanity alike.

She praised Punjabi traditions, where cows, buffaloes, and oxen have always been treated like family members, cared for with affection and respect.

Cultural Revival and Traditional Practices

Dr. Kaur expressed heartfelt appreciation for Chief Minister Bhagwant Singh Mann, commending his leadership in reviving cultural practices such as bullock cart races, which honor Punjab’s rural roots and traditional way of life. She emphasized that these practices, when aligned with proper animal welfare standards, are not just heritage but a reflection of human compassion.

A First for Punjab’s Legislature

Labeling the bill as Punjab’s first comprehensive animal welfare legislation, Dr. Kaur called it a landmark move in strengthening both human values and animal rights. She urged all citizens to treat animal care as a shared social responsibility and offered her full support to ensure the bill’s successful implementation.
