Haryana RTS Commission finds Haryana Shehri Vikas Pradhikaran guilty of inordinate delay in pending case, orders corrective action and Rs 5,000 compensation to complainant.

In a pending case involving the Haryana Shehri Vikas Pradhikaran (HSVP), the Haryana Right to Service (RTS) Commission has given a significant order declaring that inordinate delay was caused in resolving the matter despite explicit instructions from the court. The claimant experienced needless harassment as a result. The Commission expressed grave observations about the actions of the participating officers and declared the delay to be “unjustified” and “without cause.” The Commission has instructed HSVP to look into the case’s flawed and careless conduct and retrieve the money from the accountable authorities while making sure the complaint receives Rs 5,000.

Further details were shared by a Commission spokesperson, who said that because of inaccurate document updates, pointless formalities pertaining to biometric attendance, and official indifference, the complainant in this case, which has been pending since 2018, had to visit the HSVP office numerous times for almost five years in order to have the court’s decree implemented. The Commission further explained that as HSVP is tasked with carrying out court orders by nature, its explanation that it was not a party to the court judgment was untenable.

The Commission also pointed out that the necessary system modifications were not completed on schedule, even after the court’s judgment was registered in 2023. After examining the case, the Commission noted that the court’s ruling was unmistakably in the complainant’s favor and that the officers did not react promptly enough, even though a public notice had been issued and no legal heirs had objected.

In order for the compensation sum to be provided on schedule, the Commission has asked the complainant to submit bank account information. Furthermore, by December 22, 2025, the CA-HSVP must submit a compliance report to the Commission.
