Haryana launches fully paperless online deed registration from Nov 1, 2025, offering secure, fast, and transparent property registration across all districts.
Financial Commissioner and Disaster Management Dr. Sumita Misra announced that, in a revolutionary move toward digital governance, Paperless Online Deed registration will be made mandatory in all 22 districts of the state from November 1, 2025, in accordance with Chief Minister Sh. Nayab Singh Saini’s vision. A totally digital, transparent, and user-friendly platform that can be accessed at https://eregistration.revenueharyana.gov.in/ has replaced the previous, intricate registration method. The current system would be permanently ended after the implementation date, making Haryana one of the first Indian states to register all properties entirely online.
To guarantee seamless deployment throughout the state, the Department of Revenue has chosen a phased rollout approach. On September 29, 2025, Chief Minister Sh. Nayab Singh Saini officially opened Phase I for the Kurukshetra district from Babain sub-tehsil. Beginning on October 28, 2025, ten additional districts—Ambala, Yamunanagar, Karnal, Rewari, Mahendragarh, Faridabad, Fatehabad, Palwal, Jind, and Jhajjar—will implement phase-II of paperless registration. The remaining districts, Bhiwani, Charkhi Dadri, Gurugram, Hisar, Kaithal, Nuh, Panchkula, Panipat, Rohtak, Sirsa, and Sonipat, will follow suit as early adopters, she said, adopting the new system by November 1, 2025, as part of Phase-III.
The new Online Deed Registration Portal, according to Dr. Misra, unifies all facets of property registration into a single, intuitive interface. In addition to completing Sale Deed forms with guided assistance, uploading supporting documents digitally, scheduling appointments with Sub-Registrars at their convenience, and tracking application status in real-time through automated SMS alerts, citizens can now register and authenticate themselves using secure OTP authentication. In addition to apartment sales and co-ownership transfers, the system supports various types of property, including residential, agricultural, government, panchayat, and defense-owned areas. To ensure administrative efficiency and jurisdictional accuracy, separate procedures have been created for rural regions, urban areas inside municipal limits, and urban areas beyond municipal limits.

The Sub Registrars, Registration Clerks 1 (RC1), and 2 (RC2) make up the strong three-tier verification system used by the portal. Every step includes automated applicant status alerts, digital signature validation, witness and party photo verification, and safe online payment integration. While preserving speed and transparency, our multi-level method guarantees that every transaction is carefully examined. After all documentation has been validated online, citizens just need to make one trip to the registration office for the final biometric verification and deed execution. Three copies of the registered deed are instantly generated by the system upon approval by the Sub-Registrar: one for the citizen, one for official records, and one that is electronically transferred to the Patwari for instant mutation and land record updates.
According to Dr. Misra, the Revenue Department has sent important instructions to all parties involved to guarantee a seamless transfer. To ensure a smooth data migration, all mutation entries must be added to the system by October 25, 2025. Since the paperless system will do away with the necessity for actual stamps, citizens and real estate sellers are encouraged not to buy new stamp papers at this time. However, within a week following the system’s introduction in their respective districts, stamp papers that have already been purchased may be used. Following the designated deployment dates in each district, the previous registration system will completely stop working.
The government has planned a thorough training session for all District Registration Officers (DROs) encompassing all six administrative divisions of the state on October 23, 2025, at 11:30 AM, in recognition of the significance of capacity building. Six Software Engineers from the IT Division have been specifically assigned, division-by-division, to offer on-site technical support during deployment. In order to ensure prompt resolution of any technical issues that may develop during the transition period, DROs will be provided with their contact information and allocated districts during the training session.

The current system, which has been in place for more than 58 years, is being changed to remove delays, lessen the possibility of malpractice, and provide every citizen total control and transparency over their real estate transactions.” The project is a natural fit with the state’s goal of building an inclusive, accountable, and accessible Digital Haryana. Additionally, it greatly improves Haryana’s ease of doing business, which draws industry, investment, and residents to the state.
Haryana has established a national standard for digital land administration with this audacious change.
