Haryana Govt issues new online guidelines for Fire Safety Certificates, ensuring faster, transparent, and tech-enabled issuance and renewal by 2026.

Haryana has made a significant advancement in enhancing public safety and streamlining governance through the issuance of comprehensive new guidelines for the issuance and renewal of Fire Safety Certificates (FSC). The policy, established under the Haryana Fire and Emergency Services Act, 2022, implements a technology-enabled, transparent, and time-sensitive framework, establishing a new standard in fire safety management and was officially notified on December 9, 2025.

Financial Commissioner and Additional Chief Secretary, Revenue and Disaster Management, Dr. Sumita Misra stated that the new system is designed to facilitate more rapid service delivery while maintaining safety standards. The policy establishes an Empanelled Agency framework in conjunction with an automated online approval mechanism, thereby substantially minimizing procedural delays.

Automatic Online Authorization with Integrated Oversight

Under the updated process, Fire Safety Certificates—applicable to both new applications and renewals—will be issued automatically via an online portal once the application is accompanied by a certification report from an Empanelled Agency. This reform is anticipated to significantly reduce inspection-related bottlenecks and improve predictability for applicants.

To uphold transparency and impartiality, the Empanelled Agency designated for inspection will be chosen randomly by the online system for the relevant division. Simultaneously, the policy maintains robust government supervision. A compulsory physical inspection of 25 percent of cases by a Fire Officer and 10 percent of cases by the Joint Director (Technical) will be conducted randomly within 30 days of certificate issuance.

Elevated Standards for Fire Safety Inspections

The policy underscores the importance of professional competence. Empanelled agencies are required to fulfill rigorous eligibility criteria, including the stipulation that the primary member holds a Bachelor of Engineering (Fire) degree or an equivalent qualification, along with at least four years of experience in fire protection systems or service within a government fire department.

These agencies will perform thorough fire safety audits, encompassing the assessment of fire hazards, electrical safety, verification of active systems such as sprinklers and hydrants, evaluation of passive fire protection measures, and review of staff training and emergency preparedness.

By entrusting comprehensive technical audits to qualified experts, the government seeks to guarantee rigorous adherence to the Haryana Fire and Emergency Services Act, 2022, and the National Building Code of India, 2016, thereby promoting improved safety standards in both public and private structures.

The new policy is set to be entirely implemented by March 31, 2026, representing a substantial reform in Haryana’s fire safety regulatory framework.
