Haryana Cabinet approves Abadi Deh Ordinance 2025, granting legal property rights via drone surveys and SVAMITVA system to residents in rural areas.

The Haryana Cabinet, led by Chief Minister Sh. Nayab Singh Saini, met here  and agreed to a plan to release the Haryana Abadi Deh (Vesting, Recording, and Resolving of Ownership Rights) Ordinance, 2025. This groundbreaking program intends to provide people in Abadi Deh areas ownership rights based on possession records created by drone surveys and property cards.

The Ordinance will make the process of vesting, documenting, and resolving ownership rights in the Abadi Deh area of a revenue estate legal for the people who live there.

The main goal of the Ordinance is to find, record, and settle ownership rights of people living in Abadi Deh areas by figuring out who should be recorded as owners and giving them ownership rights. It aims to define and mark the borders and regions of each survey unit, which makes the official records seem true. The Ordinance would also make it easier to transfer property rights including ownership, lease, and mortgage (with or without possession). This will give citizens access to financial services like bank loans.

The law will not only make it easier to own property, but it will also encourage planned growth in Abadi Deh regions by protecting village heritage, boosting public services, raising land values, and combining rural layouts with urban development standards. The Ordinance gives the SVAMITVA Scheme and drone-based surveys a strong legal basis to work. It makes sure that the procedure for documenting and vesting ownership rights is clear and quick, which helps the community grow and gives everyone equal access to resources. The Ordinance makes use of the extensive database created by drone surveys and possession certificates given under the SVAMITVA system to make sure that it is carried out quickly.
