Kochi, April 17, 2025 — The Kerala High Court on Wednesday issued notices to Chief Minister Pinarayi Vijayan, his daughter T Veena, and several others in connection with a Public Interest Litigation (PIL) seeking a CBI probe into the alleged financial transactions between Cochin Minerals and Rutile Ltd (CMRL) and Veena’s company, Exalogic Solutions Pvt Ltd.
The court directed the Central Government to submit a sealed cover detailing individuals named in the Interim Settlement Board’s order related to the transactions flagged by the Income Tax Department. The next hearing in the case has been scheduled for May 27.
Allegations and the PIL Triggering the Probe
The PIL was filed by senior journalist M R Ajayan, who alleged improper financial links between CMRL and Exalogic, as well as possible political involvement by the Kerala CM. Ajayan’s plea is based on findings from the Income Tax Interim Settlement Board, which reportedly concluded that over ₹1.72 crore paid to Veena Vijayan between 2017-18 and 2019-20 could not be classified as legitimate business expenses.
According to the board’s documents, a CMRL official allegedly stated that no services were rendered by Exalogic in exchange for the payments — casting doubt on the authenticity of the transactions.
Kerala High Court Orders Government Action
The division bench of Justices Amit Rawal and P M Manoj issued the notices after considering the preliminary submissions. Notably, the court has requested a sealed cover report listing the individuals involved, to be submitted by the central government for review before admitting the case for detailed hearing.
The judges also acknowledged that a single bench had already issued an interim order maintaining status quo in a related matter — further complicating the legal scenario.
Serious Fraud Office Completes Probe
Appearing on behalf of the Union Government, Additional Solicitor General ARL Sundaresan informed the bench that the Serious Fraud Investigation Office (SFIO) had completed its investigation into the case and submitted its findings to a special court, which has since taken cognisance of the alleged offences.
While the SFIO report remains confidential for now, its existence indicates the multi-agency scrutiny the case has attracted.
Political Ramifications and Public Scrutiny
The case has political implications in Kerala, as it involves the daughter of a sitting Chief Minister, adding fuel to ongoing debates about transparency, nepotism, and political influence in business dealings.
Opposition parties have seized the opportunity to demand accountability, urging Chief Minister Vijayan to resign until his name is cleared. The Left Democratic Front (LDF), however, has defended the CM, stating the allegations are politically motivated and based on selective interpretation of financial transactions.
