NEW DELHI: Finance Minister Nirmala Sitharaman made history on Sunday by presenting her ninth consecutive Union Budget 2026. Speaking from the newly inaugurated Kartavya Bhavan, the Finance Minister anchored her policy roadmap on three core “Kartavyas” or duties. These pillars aim to transform India into a Viksit Bharat by 2047.
The government’s strategy emphasizes a shift from populist rhetoric to disciplined, productivity-led growth. Sitharaman asserted that the “Reform Express” of the Narendra Modi-led government is gaining momentum. This vision focuses specifically on empowering the poor, underprivileged, and disadvantaged sections of society.
Pillar 1: Accelerating Growth and Global Resilience
The first Kartavya focuses on sustaining high economic growth by enhancing productivity and competitiveness. The Finance Minister proposed a record ₹12.2 lakh crore capital expenditure (Capex) outlay to fuel this engine. This 9% increase in infrastructure spending aims to build resilience against volatile global dynamics and external shocks.
To support this duty, the government unveiled Biopharma SHAKTI and India Semiconductor Mission (ISM) 2.0. These strategic initiatives seek to scale up domestic manufacturing in frontier sectors. Furthermore, the Budget introduces a ₹10,000 crore SME Growth Fund to transform MSMEs into “global champions.” By reducing import dependencies and strengthening the supply chain, India aims to become an indispensable player in global trade.
Pillar 2: Fulfilling Aspirations Through Capacity Building
The second Kartavya centers on the people. Sitharaman noted that the government must build the capacity of its citizens to make them partners in prosperity. To achieve this, the Budget focuses on employment and skilling. New initiatives include five university townships and “AVGC Content Creator Labs” to support the growing orange economy.
Additionally, the government is prioritizing women’s education by promising a girls’ hostel in every district. These measures ensure that the youth and women have the tools to navigate a modern economy. By investing in human capital, the government aims to convert India’s demographic dividend into a sustainable economic advantage.
Pillar 3: Inclusive Access and Sabka Saath Sabka Vikas
The third Kartavya aligns with the vision of Sabka Saath Sabka Vikas. It ensures that every family, community, and region has equitable access to resources. This duty focuses on improving farmer incomes and supporting the North-East region through new “Buddhist Circuits” and development schemes.
The Finance Minister also highlighted a massive push for medical-value tourism and mental health care. By setting up five regional medical hubs and upgrading traditional medicine centers, the government is expanding healthcare reach. Consequently, this inclusive approach ensures that the fruits of a 7% growth rate reach the most vulnerable populations.
