The Cabinet Committee on Economic Affairs, chaired by Prime Minister Narendra Modi, has approved the Ahmedabad (Sarkhej)–Dholera Semi High-Speed Double Line railway project at an estimated cost of around ₹20,667 crore.
The project marks a major milestone in India’s transport infrastructure as it is set to become the country’s first semi high-speed rail project of Indian Railways, developed using indigenously designed technology. Officials said the approval represents a significant step forward in modernizing railway connectivity under the government’s long-term infrastructure vision.
Major Boost to Regional Connectivity
The semi high-speed rail project of Indian Railways will connect Ahmedabad with Dholera Special Investment Region (SIR), the upcoming Dholera Airport, and the Lothal National Maritime Heritage Complex. This improved connectivity is expected to significantly reduce travel time between key economic and industrial hubs in Gujarat.
According to officials, the semi high-speed rail project of Indian Railways will enable faster passenger movement, allowing daily commuting and same-day return travel between Ahmedabad and Dholera. It is also expected to enhance regional integration and economic activity across surrounding areas.
First of Its Kind in India
The project is being described as a pioneering initiative, as the semi high-speed rail project of Indian Railways will serve as a reference model for future semi high-speed corridors across the country. It is aligned with the PM Gati Shakti National Master Plan, which focuses on integrated planning and multimodal logistics efficiency.

Economic and Environmental Benefits
The project will extend Indian Railways’ network by approximately 134 km and improve connectivity to nearly 284 villages with a population of around 5 lakh people. Authorities said the semi high-speed rail project of Indian Railways will also generate employment opportunities and support regional development.
In addition, the railway line is expected to reduce logistics costs, cut fuel consumption by approximately 0.48 crore litres, and lower carbon emissions by nearly 2 crore kg, equivalent to planting around 10 lakh trees.
Officials emphasized that being an energy-efficient and eco-friendly transport system, the semi high-speed rail project of Indian Railways will contribute significantly to India’s climate goals while strengthening sustainable infrastructure development.
