Haryana CM Nayab Singh Saini launches NEEV Portal & Gyan Setu project to monitor NEP 2020 and boost skill-based education.
Haryana Chief Minister Nayab Singh Saini stated that India has undergone a decisive and positive transformation in the last eleven years, owing to transparent governance, citizen-centric policies, and effective implementation of welfare initiatives led by Prime Minister Sh. Narendra Modi. He stated that the most important result of this time has been the restoration of public trust, with citizens increasingly believing that the government actually belongs to them. This sense of ownership and confidence among the people, he underscored, is the fundamental and lasting definition of successful government.
The Chief Minister stated this while addressing a program in Panchkula , emphasizing that public expectations had shifted dramatically. Citizens today demand accountability, efficiency, and long-term solutions to improve their quality of life. This transformation, he argued, represents a mature democratic transition to performance-based governance.
On this occasion, he unveiled the National Education Evaluation and Validation (NEEV) Portal, which is intended to improve the execution of the National Education Policy through ongoing evaluation and data-driven monitoring.

Meanwhile, in the presence of the Chief Minister, Memoranda of Understanding were signed under the ‘Gyan Setu’ initiative by the Golden Jubilee Haryana Institute for Fiscal Management and various universities to promote academic collaboration, research integration, and institutional capacity building.
National Education Policy Based on Skills, Innovation, and Self-Reliance.
The Chief Minister stated that the efforts revealed represent a watershed moment in Haryana’s education reforms. The goal is to create an education ecosystem that goes beyond traditional degrees and prioritizes skills, innovation, and employability. Referring to the Vision Document-2047, which was issued in accordance with the Prime Minister’s vision of a developed India by 2047, he stated that Haryana is establishing education as a key pillar of long-term growth.
Saini went on to say that the National Education Policy is a forward-thinking framework that combines knowledge with practical skills, empowering young people to become self-sufficient and economically productive. The MoUs inked as part of the Gyan Setu project would ensure that academic research and institutional expertise are in line with governance agendas and societal demands, he stated.
Historic budgetary support to strengthen the research culture
The Chief Minister highlighted a significant policy milestone, stating that the state budget had allocated Rs. 20 crore for research for the first time, demonstrating the government’s commitment to strengthening research and innovation across higher education institutions. He underlined the need of colleges focusing on problem-solving research that solves critical issues such as waterlogging, environmental sustainability, and urban infrastructure, thereby directly contributing to policy formation and planning.
Welfare-oriented governance has improved the quality of life.
The Chief Minister claimed that since 2014, India’s governance has evolved toward inclusive and outcome-oriented welfare delivery. Initiatives like Ayushman Bharat-Chirayu, Har Ghar Nal Se Jal, Mhara Gaon-Jagmag Gaon, and the Ujjwala Yojana have increased access to healthcare, drinking water, electricity, and clean cooking fuel. These measures, he noted, have lessened everyday burdens while considerably improving residents’ dignity and well-being.
