Haryana launches “Jalsa-E-Aam” campaign to clear pending land cases, boost Agristack, and strengthen citizen services across 7,104 villages.
The Haryana government has initiated a time-bound statewide campaign called “Jalsa-E-Aam” in an effort to alleviate public hardship and bolster citizen-centric governance. The campaign aims to resolve all outstanding mutation cases while also expediting the implementation of Agristack, digital revenue reforms, better handling of land partition cases, inter-state boundary demarcation, and thorough cold-wave preparedness.
During a high-level video conference with Deputy Commissioners here today, Dr. Sumita Misra, the Financial Commissioner for Revenue and Disaster Management Department, reviewed and announced the measures.
To guarantee the timely disposal of mutation cases, the Jalsa-E-Aam campaign will take place on Saturdays, January 10, 17, 24, and 31. Dr. Misra ordered extensive media coverage of the campaign to guarantee the highest level of public involvement. Across 143 tehsils and 7,104 villages, the State is presently processing 1,89,635 mutation applications. Deputy Commissioners have been directed to provide special attention to 50,794 cases that have been lingering for longer than 10 days, with an emphasis on Ambala, Palwal, and Faridabad. The State is working toward auto-mutation, which requires that the current backlog be resolved as soon as possible in order to further reduce public discomfort.
Dr. Misra ordered stringent execution of the Punjab Land Revenue Act’s replaced Section 111A, which allows for prompt disposal, emphasizing the necessity to address long-pending land partition cases. Tehsildars with smaller workloads have been given a target of 20 cases per month, while Assistant Collectors (Second Grade) are required to dispose of at least 12 partition cases per month in order to expedite disposal.

Dr. Misra directed the creation of a three-tiered monitoring system with monthly assessments at the state, divisional, and district levels in order to guarantee accountability. Additionally, she oversaw the implementation of an Alternative Dispute Resolution (ADR) structure that will contract with retired Revenue Officers to lead village-level camps for settlements based on agreement. To promote amicable resolutions, an honorarium of Rs. 10,000 each successfully resolved case has been agreed, to be divided equally by the disputing parties. In places where there are more outstanding tax cases, DCs were instructed to assign retired revenue offices to lead ADR camps.
Benefits of Digital Transformation
Haryana has digitized more than 60 lakh land records, according to Dr. Misra, who reviewed the state of digital tax administration. 83,379 property deeds have been registered using the paperless registration method since the system’s inception. 90,711 of the 1,17,931 deeds that were processed were authorized, representing a 76.9% approval percentage. She gave the order to automatically advance registration issues that are reversed more than twice to senior officers for prompt settlement.
Tatima Digitization Is Almost Done
As of January 5, 2026, 6,351 geo-referenced villages have 60.43 lakh Tatima records finished. While Jind and Bhiwani have completed 4.28 lakh and 3.82 lakh records, respectively, Mahendragarh has completed 99.7 percent. The remaining districts have been instructed to finish the project by January 31, 2026.
Rollout of Agristack and Compliance Procedures
Over 98 lakh farmers have data buckets produced under Agristack, and 5.12 lakh enrolments have been performed thus far. Dr. Misra ordered that landowners’ PPP-ID and Aadhaar seeding be done concurrently at Agristack camps and finished in a month. The Agriculture Department will use SMS alerts to mobilize PM-Kisan beneficiaries, who would be given priority.
In order to guarantee smooth Aadhaar-PPP seeding and income record updating during field-level camps, she also instructed Agriculture, income, and CRID personnel to collaborate on a single platform. Additionally, Dr. Misra emphasized the need for prompt resolution of ongoing disciplinary actions and rigorous adherence to court-mandated deadlines in arbitration matters under the National Highways Act.
*Delineation of Interstate Boundaries
Of the 1,221 boundary pillars on the Haryana–Uttar Pradesh border, 535 have been constructed thus far. With 74.6 percent completion, Sonipat is in first place, followed by Palwal and Karnal. The deadline for finishing the remaining work is February 18, 2026.
Preparation for Cold Waves and Public Warning
According to Dr. Misra, the State has put into effect a Cold Wave Action Plan in accordance with the directives of the India Meteorological Department. Emergency response teams at the district level have been activated and will arrive within a day, armed with medical supplies and warm clothing.
She urged people to visit their neighbors who are at risk, especially elderly people living alone, expectant mothers, and families with small children. It has been recommended that community centers, gram panchayats, and resident welfare associations host awareness camps on how to spot the early warning signs of frostbite and hypothermia. She said that citizens can call the emergency number 112 to report anyone experiencing discomfort as a result of the excessive cold.
