Financial Commissioner Dr. Sumita Misra inspects Haryana’s digital revenue system; new auto-mutation and e-signed documents improve efficiency.

Nearly 50,000 property registrations have been successfully completed through the state’s paperless registration system, according to Dr. Sumita Misra, Haryana’s Financial Commissioner for Revenue and Disaster Management. This is a significant milestone in the transformation of six-decade-old revenue practices.

Dr. Misra revealed during an unexpected visit to the Panchkula Tehsil office that security-embedded paper would soon be used for property registration in order to improve the validity and openness of land records. In the upcoming days, an auto-mutation feature will also be introduced. This feature will update revenue records automatically as soon as they are registered, greatly cutting down on delays and removing the need for human intervention.

After examining how the new system operated on the ground and speaking with employees and residents who had come for property registration, Dr. Misra made this statement. The Financial Commissioner expressed satisfaction with the revenue office’s operation and acknowledged the officers’ and staff’s efforts to ensure the new system was implemented smoothly.

In order to save applicants from having to come into the office again, she instructed revenue officials to give them e-signed documents immediately upon request. She promised that in order to further enhance the procedure, citizen input would be reviewed and taken into consideration. She noted that a special help desk has been set up at tehsil offices to systematically record public feedback and quickly resolve complaints in order to institutionalize public engagement. She also instructed all Deputy Commissioners to submit the assistance desk report.

AgriStack Education Gains Impetus

The Financial Commissioner also examined the current AgriStack training at the Panchkula office of the Deputy Commissioner while she was there. She engaged with trainees, studied the modules, and took part in the training session. She was told that all of the state’s districts are now hosting comparable training initiatives.

According to Dr. Misra, Haryana plans to use an OTP-based Aadhaar authentication mechanism to register 1.38 crore farmers under the Farmer Registry (AgriStack). This will be immediately connected to the PM-KISAN program and other beneficiary programs. She emphasized the need to meet registration goals within the allotted period.

“The AgriStack work will be carried out on a war footing, as it is a key component of the Prime Minister’s vision for technology-driven governance and farmer-centric services,” she stated, urging all participants to take the training seriously. “Proper implementation of AgriStack will greatly benefit farmers by ensuring accurate data, efficient service delivery and better policy planning,” she stated.

According to the Financial Commissioner, the purpose of the surprise inspection and evaluation was to confirm the government’s dedication to open, effective, and technologically enabled administration while making sure that field-level reforms result in tangible advantages for citizens.
