Uttar Pradesh partners with UK for Chevening scholarships
The Uttar Pradesh government has announced a landmark partnership with the United Kingdom to provide prestigious Chevening scholarships for outstanding students. Under the new “Chevening-Atal Bihari Vajpayee Uttar Pradesh State Government Scholarship Scheme,” five students from the state will study at leading British universities every year.
MoU signed in Lucknow
According to The Indian Express, the memorandum of understanding (MoU) was signed in Lucknow on August 20, 2025. The agreement was finalized between Chief Minister Yogi Adityanath and British High Commissioner to India Lindy Cameron.
The initiative will begin from the 2025-26 academic session and run for three years initially. Selected students will pursue master’s degree programmes at top institutions, including Oxford University, Cambridge University, the London School of Economics (LSE), and the University of Edinburgh.
Chief Minister Adityanath described the initiative as transformative. He said it would prepare the youth of Uttar Pradesh for global leadership and provide exposure to international standards of education and research.
Financial package and funding model
The Chevening-Atal Bihari Vajpayee UP Scholarship will cover comprehensive expenses. Each scholarship is valued between £38,048 and £42,076 (Rs 45–48 lakh). The state government will contribute £19,800 (about Rs 23 lakh) per student, while the UK’s Foreign, Commonwealth & Development Office (FCDO) will cover the remaining cost.
The package includes tuition, research and examination fees, living allowances, as well as airfare to and from the UK. This support aims to ensure that meritorious students can focus on academics without financial constraints.
UP Higher Education Minister Yogendra Upadhyay earlier confirmed that both the state and the FCDO will share costs equally. He added that provisions exist to extend or renew the scheme after the three-year cycle.
Cabinet approval and budget allocation
The state cabinet had approved the scheme on August 7, 2025. Initially, it was titled the “Bharat Ratna Shri Atal Bihari Vajpayee-Chevening Uttar Pradesh State Government Scholarship Scheme.”
For the current financial year, the state has allocated Rs 2 crore to fund the programme. Officials stated that future renewals will depend on the scheme’s performance and student outcomes.
The move reflects the government’s focus on enhancing global academic opportunities for the state’s youth. By investing in higher education, authorities aim to create a pool of skilled professionals who can contribute both in India and internationally.
Strengthening India-UK educational ties
The partnership is seen as a step forward in India-UK relations. It builds upon Prime Minister Narendra Modi’s recent visit to the UK, during which discussions on the Trade Agreement and Vision 35 framework were held.
British High Commissioner Lindy Cameron highlighted that the initiative represents the UK’s commitment to strengthening education and cultural exchanges. She said programmes like Chevening play a vital role in nurturing future leaders.
Education analysts believe the partnership could boost Uttar Pradesh’s academic reputation and provide role models for students across the state. The scheme also aligns with India’s broader goal of making its workforce globally competitive.

Students selected under this scheme will join a network of Chevening alumni who hold leadership roles worldwide. This exposure is expected to create new opportunities for collaboration in research, innovation, and policy development.
Chief Minister Adityanath stressed that the scholarship would not only uplift individuals but also inspire a new generation of learners in Uttar Pradesh. “This is more than an academic initiative. It is an investment in shaping our youth into global leaders,” he said.
