UP CM Yogi Adityanath hails PRAGATI as a technology-driven governance model accelerating ₹10.48 lakh crore projects and infrastructure growth.
Lucknow: The chief minister stated at a special press conference on Tuesday that “PRAGATI” represents the administrative structure that Prime Minister Narendra Modi had in mind, which was initially conceived while he was Gujarat’s chief minister and then institutionalized nationally after 2014. “Pro-Active Governance and Timely Implementation (PRAGATI) is not merely a platform for reviewing major infrastructure projects, but a powerful reflection of the new work culture of New India,” declared Chief Minister Yogi Adityanath.
He pointed out that PRAGATI has proven that successful results occur naturally when accountability, technology, and intent come together. He continued by saying, “PRAGATI has become a strong mechanism for resolving complex issues through seamless inter-ministerial and inter-departmental coordination by strengthening digital governance and cooperative federalism.”
The Chief Minister outlined the methodology’s beginnings, saying, “The model was first implemented in Gujarat in 2003 as SWAGAT (State-Wide Attention on Grievances by Application of Technology), a trailblazing program designed to guarantee accountability and transparency in grievance redressal. Eventually, this framework developed into the national PRAGATI platform, which strengthened Team India’s ethos through institutional changes, social welfare programs, and massive infrastructure projects.
The Chief Minister emphasized that PRAGATI is a revolutionary governance change rather than merely a review process. “It has moved administration from a file-driven approach to outcome-oriented field execution, significantly accelerating decision-making, eliminating delays and cost overruns, and establishing clear accountability and coordination between the Center and the states,” he said.
He highlighted PRAGATI’s impact on the country, pointing out that it had accelerated projects totaling more than 86 lakh crore. The Prime Minister personally reviews 377 of these big initiatives, and 2,958 of the 3,162 flaws found have been fixed, demonstrating the platform’s efficacy and legitimacy.

“PRAGATI has been a game-changer for the state, propelling it into a leading role in the country’s infrastructure growth,” the chief minister stated in reference to Uttar Pradesh. Due to constant observation and prompt problem-solving, landmark projects—such as a vast expressway network, the biggest railway network in the country, increased air and metro connectivity, India’s first rapid rail system, inland waterways, and ropeway projects—have advanced on time.
He added that, with 330 projects totaling ₹10.48 lakh crore, Uttar Pradesh today has the greatest infrastructure portfolio in the nation. They cover important areas like transportation, energy, urbanization, healthcare, and industrial expansion. Out of these, 202 projects totaling ₹8.11 lakh crore are making progress within the allotted time frames, while 128 projects totaling ₹2.37 lakh crore have already been finished and put into service.
“All barriers are being methodically removed to expedite projects while guaranteeing quality and timely completion, in accordance with the government’s clear intent,” the chief minister stated. “PRAGATI” has become a solid institutional foundation for successful execution in this process.
According to him, the PRAGATI model has been crucial in establishing Uttar Pradesh as a top state in the railroad, highway, and logistics industries.
Delays in projects, Memorandums of Understanding, or legislative clearances may cause investors to relocate to other states in the current competitive landscape. By reducing processes that used to take years into months and months into days, PRAGATI has offered a potent mechanism to guarantee projects are finished within the allotted time frames.
According to the Chief Minister, PRAGATI is currently monitoring 65 significant projects in Uttar Pradesh valued at ₹4.19 lakh crore. Of them, 39 projects are in various phases of implementation, while 26 projects have been finished and put into service.
He added, “Inter-agency bottlenecks in the state have been successfully removed using the PRAGATI platform. To guarantee prompt problem solving, departments such as Revenue, Pollution Control Board, Forest, Urban Development, and Panchayati Raj are collaborating on a single digital platform. This made it possible for vital industries like power, telephones, railroads, and highways to advance quickly, setting PRAGATI as a standard for excellent administration.
The Chief Minister said that 494, or nearly 96 percent, of the 515 concerns that were found in the state had been remedied. Similarly, 278 of 287 issues, or 97 percent, have been satisfactorily resolved under PRAGATI. This high resolution rate is the result of effective administration, transparent accountability, and resolute leadership.
“Technology-driven platforms like PRAGATI have turned Uttar Pradesh from a bottleneck state into a breakthrough state,” he stated. The state government is now actively driving project execution, going beyond its function as a facilitator to an accelerator.
PRAGATI has further bolstered the ethos of Team India, the Chief Minister continued. Today’s governance is more concerned with finding answers than just identifying issues, thanks to the smooth collaboration between the federal government and the states.
“Before 2014, projects were frequently approved but stalled, but now every foundation stone is laid with a defined completion timeline and subjected to regular, structured reviews,” he said.
The Chief Minister emphasized the wider effects by stating that timely project execution speeds up development and creates job possibilities.
He conveyed his appreciation to Prime Minister Narendra Modi on behalf of the people of Uttar Pradesh for his visionary leadership, which has given governance and development a clear direction and pace.
