Balrampur, Uttar Pradesh – July 11, 2025: In a sensational crackdown, the Uttar Pradesh Anti-Terrorism Squad (ATS) has exposed a large-scale illegal religious conversion racket allegedly operated by Jalaluddin alias Chhangur Baba. Authorities claim that over 1,500 Hindu women and thousands of non-Muslims were coerced or lured into Islam through a combination of inducements and threats.

This illegal network reportedly has international links, including foreign funding routed from Dubai, and possibly money laundering through Swiss bank accounts, making it one of the biggest religious conversion scandals in recent Indian history.

Who Is Chhangur Baba?

Originally from Madhpur in Balrampur district, Chhangur Baba presented himself as a spiritual leader but allegedly ran an extensive underground syndicate focused on forced conversions. According to the ATS, he particularly targeted vulnerable sectionspoor, widowed, or socially isolated women—under the guise of spiritual healing or financial aid.

Officials revealed that his primary modus operandi included:

  • Promising financial relief and social security
  • Psychological manipulation and spiritual coercion
  • Disguised Dawah activities via religious gatherings at dargahs

The Dubai and Swiss Bank Connection

Investigators say that Chhangur Baba’s operations extended far beyond India’s borders. His son Mehboob, also under arrest, allegedly maintained a Swiss bank account, while another associate, Naveen alias Jamaluddin, reportedly bought land in Balrampur using funds traced to Dubai.

The ATS, along with the Intelligence Bureau (IB) and National Investigation Agency (NIA), is now examining international transactions, including suspicious inflows to NRE and NRO accounts, believed to be used for financing illegal activities.

“Crores were funneled from abroad, including Gulf nations. These funds were possibly used to finance religious radicalisation programs and Dawah centres,” a senior ATS officer revealed.

Conversion Events and Local Influence

The annual Urs festivals at Chand Auliya Dargah reportedly became hotbeds for these activities. Foreign guests were allegedly invited to promote Islamic Dawah, and attendees were persuaded—sometimes deceptively—into converting.

Evidence also indicates that Chhangur Baba maintained influence within local police and administrative units, using bribes and intimidation to suppress complaints.

“He had built a protective nexus, using false legal cases to silence whistleblowers and critics,” noted an ATS report.

Minors Also Victimised

The investigation also revealed a disturbing detail—a minor girl, daughter of Naveen and Neetu (now Nasreen), was allegedly converted in Dubai, while retaining Hindu identity on official records to bypass scrutiny. Neetu has been arrested alongside Chhangur Baba and placed in seven-day ATS custody.

Bulldozer Action and Political Reaction

Reacting strongly, Uttar Pradesh Chief Minister Yogi Adityanath called the case both anti-social and anti-national, ordering immediate demolition of Chhangur Baba’s residence in Balrampur.

“Such acts are a direct threat to national integrity and religious harmony,” the CM said.

Adityanath’s administration has vowed strict enforcement under anti-conversion and anti-terror laws, possibly invoking UAPA in the coming days.

Current Investigation Status

Key developments so far:

  • Four people arrested: Chhangur Baba, his son Mehboob, Naveen (Jamaluddin), and Neetu (Nasreen)
  • Swiss bank and Dubai links under scrutiny
  • Mobile phones and digital devices seized for forensic audit
  • List of converted individuals being compiled
  • Possible charges under IPC, PMLA, and UAPA being evaluated

The ATS has requested the public to come forward with any leads or testimonies in connection with the ongoing probe.
