CHANDIGARH — The Punjab government is intensifying its efforts to support the local business community. Finance Minister Harpal Singh Cheema chaired a high-level review of the Punjab State Traders Commission (PSTC). During the meeting at Punjab Bhawan, the Minister assessed the status of 1,386 complaints submitted by traders across the state. This move underscores the Bhagwant Mann-led government’s commitment to a transparent and accountable administrative system.
Minister Cheema emphasized that the government has now institutionalized a structured dialogue with the trading fraternity. To ensure efficiency, the state has enforced strict Standard Operating Procedures (SOPs). Moreover, officials have already conducted 256 meetings across various districts to bridge the gap between the administration and local entrepreneurs. Consequently, these efforts aim to provide a responsive platform where every concern finds a definitive solution.
The Robust Three-Tier PSTC Framework
A central highlight of the meeting was the activation of a specialized three-tier framework. This structure operates at the State, District, and Vidhan Sabha Constituency levels. By decentralizing the grievance process, the PSTC ensures that issues are addressed at the ground level before escalating. This system prevents small shopkeepers and entrepreneurs from running between multiple offices for routine approvals or clearances.
During the review, Cheema directed officials to fix clear administrative responsibilities at the sub-divisional level. He insisted that every meeting record, photograph, and resolution must be uploaded to the official government portal. This digital documentation ensures public accountability and allows traders to track their complaints in real-time. Additionally, Taxation Commissioner Jitendra Jorwal and other senior officers joined the virtual session to coordinate these ground-level implementations.
Ease of Doing Business and Transparency
The initiative is part of a broader push to enhance the Ease of Doing Business in Punjab. Earlier in February, the government organized special district-level camps to resolve immediate local hurdles. The Finance Minister noted that the primary goal is to save the time, effort, and money of the trading community. By streamlining departmental clearances, Punjab aims to build a more business-friendly ecosystem that thrives on mutual trust.
Furthermore, the Minister recently announced a massive crackdown on tax evasion to protect honest taxpayers. In a simultaneous operation, the taxation department detected unaccounted tobacco goods worth ₹1.5 crore. Cheema explained that such enforcement drives are necessary to maintain a level playing field for all legitimate traders. The revenue recovered from these penalties will reportedly fund further welfare schemes for the state’s industrial sectors.
Digital Accountability and Future Outlook
The PSTC is now evolving into a dedicated platform for the “backbone of Punjab’s economy.” With the integration of high-tech monitoring, the commission can now identify recurring systemic issues. For instance, feedback regarding GST filing and technical hurdles is being systematically forwarded for state-level policy intervention. This proactive approach ensures that the government does not just solve individual problems but also improves the overall regulatory framework.
As Punjab moves into the next fiscal quarter, the focus remains on delivering time-bound results. The Finance Minister’s rigorous oversight signals that the “musical chair” of bureaucratic delays is coming to an end. Traders can now expect a more predictable and supportive environment, allowing them to focus on growth rather than red tape.
