Punjab Police Foils ISI-backed Terror Plot, Recovers RDX IED in Amritsar

SSOC Amritsar arrests Rahul Kumar, foils Pakistan ISI terror plan, and recovers RDX IED. Probe ongoing into handlers and target of explosives.

The State Special Operations Cell (SSOC) in Amritsar has successfully thwarted a terror plot backed by Pakistan’s ISI, arresting one individual and recovering an RDX-based Improvised Explosive Device (IED), said Punjab DGP Gaurav Yadav on Tuesday.

The arrested suspect has been identified as Rahul Kumar, alias Gaju, a resident of Chamrang Road, Amritsar, who works as a salon assistant. Preliminary investigations indicate that he was in contact with a foreign-based handler operating under instructions from Pakistan. According to the probe, Rahul collected the explosive device from a designated location on the outskirts of the city, following his handler’s instructions. The IED was hidden in a PVC pipe, likely to avoid detection.

DGP Yadav stated that further investigation is underway to determine the intended target or disposal plan for the IED.

AIG SSOC Amritsar, Sukhminder Singh Mann, shared operational details, noting that police acted on credible intelligence regarding the consignment of explosives from Pakistan. Rahul was arrested during the operation after the IED was recovered.

Investigations revealed that Rahul first came in contact with his foreign handler during a visit to Punjab in 2022. They maintained communication via encrypted mobile applications. The handler initially supported him financially before assigning him this mission. Further investigation into the network and the plan is ongoing.

An FIR (No. 08, dated 09.02.2026) has been registered under sections 3, 4, and 5 of the Explosive Substances Act, section 25 of the Arms Act, and sections 111 and 61(2) of the Bharatiya Nyaya Sanhita (BNS) at SSOC Amritsar Police Station.
