Chief Secretary Shri Jain : Involve Personnel from Other Departments for Qualitative Improvement in Education

Chief Secretary Shri Anurag Jain, in the session on qualitative improvement in education, emphasised that in the roadmap for developed India, education is a fundamental issue. Without it, developmental goals cannot be achieved. He stated that teachers’ attendance in government schools should be ensured at one hundred percent, and strict action should be taken against teachers showing negligence in education. He also highlighted the need to further improve enrollment rates in schools. Chief Secretary Shri Jain was addressing officials on the second day of the Collectors-Commissioners Conference at the Kushabhau Thakre Convention Centre, Bhopal, informing them of the state government’s priorities.

Emphasis on Teacher Training

During the session, emphasis was placed on training teachers for quality improvement. Assistance from School Development Committees and education enthusiasts was encouraged for repair of government school buildings in remote areas. Chief Secretary Shri Jain instructed to form a group of teachers with excellent skills to prepare a definite training schedule. He said that children’s tracking should start from Anganwadi and continue to the last class of the school. Additional Chief Secretary Shri Ashok Varnwal and Shri Sanjay Dubey gave suggestions regarding the role of public educators in qualitative education improvement.

Use of E-Attendance App

At the beginning of the session, Secretary School Education Dr. Sanjay Goyal stated that a key point of Developed Madhya Pradesh-2047 is to provide each child with high-quality, employment-oriented, inclusive and value-based education. To ensure qualitative improvement, 100 percent attendance of government teachers is being monitored through the e-attendance app. Rajgarh district has achieved 94 percent e-attendance. While discussing board exam results, it was reported that in 2024-25, over 87 percent of students passed the Class 10 board exam and about 83 percent passed Class 12. Secretary Women & Child Development Ms. G.V. Rashmi provided information on innovations at Anganwadi centres. A National Framework “Aadhaarshila” was developed for children aged 3–6, and Navchetana Framework for children below 3 years. Under the Nipun Bharat Mission, 100 percent enrollment at Anganwadi centres is being ensured. Chief Secretary of Tribal Affairs Shri Gulshan Bamra stated that over 93 percent of students were admitted to Ashram schools and hostels. From September 2025, “Parakh” app was launched for inspecting Ashram schools and hostels. For scholarships from Class 9 to college level, the central government has made one-time registration mandatory on the National Scholarship Portal.

Best Practices Shared

Shajapur Collector shared best practices from the Nipun Bharat Mission. Collector of Chhatarpur presented the Ideal Anganwadi Project, while Neemuch Collector shared quality education initiatives in government schools, and Collector of Jhabua presented best practice videos via the Parakh app.

Chief Secretary’s Instructions

• For achieving Developed Madhya Pradesh 2047 goals, coordinate with various departments to improve enrollment rates.

• Identify and encourage local individuals interested in education to assist in government school repairs.

• Intensify efforts to improve Class 10 and 12 board exam results immediately.

• Ensure students timely benefit from government schemes.

• Ensure 100 percent enrollment of eligible children in Anganwadis.
