Haryana govt issues new Guard of Honour framework ensuring consistent ceremonial protocols for officials, dignitaries, and state events.

A comprehensive and updated framework for presenting the Guard of Honour to guests has been released by the Haryana govt, guaranteeing consistency and clarity across all state agencies and police divisions.

Two major groups of dignitaries are eligible to receive the Guard of Honour, according to the notification released by Chief Secretary Sh. Anurag Rastogi. The President of India, Vice-President of India, Prime Minister of India, Defense Minister and Deputy Ministers, Heads of Foreign and Commonwealth Missions, Heads of State. The Guard of Honour for these dignitaries shall continue in accordance with the Government of India’s periodically announced rules.

The second group consists of Haryana State dignitaries who will be awarded the Guard of Honour based on certain conditions. These individuals include the Governor of Haryana, the Chief Minister, the Speaker of the Haryana Legislative Assembly, the Chief Justice of the Punjab and Haryana High Court, Cabinet Ministers, the Deputy Speaker of the Legislative Assembly, Ministers of State, High Court Judges (in their capacity as Administrative Judges for districts), the Chief Secretary, the Administrative Secretaries of the Departments of Home and Revenue & Disaster Management, the Director General of Police, Divisional Commissioners, Range ADGPs, Inspectors General of Police, Commissioners of Police, District Magistrates, and Superintendents of Police.

Each of these dignitaries must have a clear and consistent composition for the Guard of Honour, per government regulations. The Guard of Honour for the Governor of Haryana will include one Gazetted Officer, two Non-Gazetted Officers, four Head Constables, and one hundred Constables (1+2+4+100 personnel), along with one band, on special occasions as announced by the government, such as when the Governor assumes or relinquishes responsibility or when the Governor addresses the Assembly. The Guard of Honor will consist of one bugler, two head constables, ten constables (0+1+2+10), one non-gazetted officer, and zero gazetted officers during official visits that do not fall under these categories.

Special or ceremonial occasions will be marked for the Chief Minister of Haryana by a Guard of Honor, which will include one Gazetted Officer, two Non-Gazetted Officers, four Head Constables, fifty Constables (1+2+4+50 persons), and a band. On other official trips, the Guard of Honour will consist of one bugler, two head constables, ten constables (0+1+2+10), one non-gazetted officer, and zero gazetted officers.

During special or ceremonial occasions and first-time visits, the Chief Justice of the Punjab and Haryana High Court will be accompanied by a Guard of Honor consisting of one Gazetted Officer, two Non-Gazetted Officers, four Head Constables, and thirty-two Constables (1+2+4+32 personnel), with one band. On other official visits, a bugler will accompany a group of zero Gazetted Officers, one Non-Gazetted Officer, two Head Constables, and ten Constables. The Speaker of the Haryana Legislative Assembly, Cabinet Ministers, the Deputy Speaker, State Ministers, and High Court Judges who visit districts under their administrative purview all have the same makeup.

The Guard of Honour for the Chief Secretary will include one Gazetted Officer, two Non-Gazetted Officers, four Head Constables, and twenty Constables (1+2+4+20 personnel), accompanied by one band. For other official visits, there will be zero Gazetted Officers, one Non-Gazetted Officer, two Head Constables, ten Constables (0+1+2+10 personnel), and a bugler. This also holds true for the Director General of Police and the Administrative Secretaries of the Home and Revenue & Disaster Management Departments.

The Guard of Honour for Divisional Commissioners, Range ADGPs, Inspectors General of Police, and Commissioners of Police will be composed of one Head Constable, ten Constables (0+0+1+10 personnel), zero Gazetted Officers, and zero Non-Gazetted Officers, with one band, when they assume or relinquish their positions of authority or when they conduct formal inspections and ceremonial visits to police facilities. The composition will be restricted to one Head Constable, four Constables (0+0+1+4 personnel), zero Gazetted Officers, zero Non-Gazetted Officers, and a bugler during smaller official events.

When the Superintendent of Police and the District Magistrate arrive to take command for the first time and when they relinquish charge, the Guard of Honor will be given to them. One head constable, four constables (0+0+1+4 people), one bugler, and zero gazetted and non-gazetted officers make up the Guard of Honour for the District Magistrate and Superintendent of Police.

Additionally, the government has made it clear that the Director General of Police would issue separate formal arrangements for formation, uniform, dress code, and ceremonial protocols following clearance from the HR department. In the event that any relaxation is needed, all departments and authorities have been directed to guarantee strict adherence to the new standards and to secure the relevant clearances from the General Administration Department (Protocol Branch).

According to the government, the decision was made to standardize ceremonial customs throughout Haryana, especially when high-ranking officials assume or surrender their positions of authority, when formal inspections and visits are conducted, and at state-level ceremonial events. In the event that a departure or relaxation is necessary, the circular instructs all departments to obtain prior clearance from the General Administration Department (Protocol Branch) and to adhere closely to the newly imposed norms.
