Haryana CM Nayab Singh Saini orders strict quality checks, empowers QAA audits, mandates QR codes, and warns against substandard infrastructure work.

The Chief Minister presided over a meeting of the Haryana-based Quality Assurance Authority (QAA). The Chief Minister underlined at the meeting that the QAA should have the authority to take appropriate action in cases where project construction carelessness or defects are found. Additionally, he gathered information about PWD labs located throughout the state that assess the caliber of labor.

 Consultants appointed by the QAA will be employed to prepare DPRs

In order to guarantee high standards of planning and execution, it was determined that QAA-empanelled professional consultants would create the Detailed Project Reports (DPRs) for Greenfield Road Projects, Bridges/Flyovers/ROBs/Buildings, and Road Upgradation Projects. Third Party Inspection and Monitoring Agencies (TPIMA) will also assist with these initiatives.

In order to increase transparency, QR codes will be posted.

Another significant move to improve openness and facilitate speedy social audits is the installation of QR codes at each project location. The DPR summary, Bill of Quantities, technical specifications, contractor, engineer-in-charge, and consultant names, as well as frequent updates on both financial and physical progress, will all be included in these QR codes.

Additionally, for smaller projects, it was agreed that all departments would draft standard standards in conjunction with the Chief Architect, other relevant agencies, and the QAA before obtaining final government clearance.

Keeping an eye on third-party agencies

In order to guarantee Third Party Agencies’ accountability, Sh. Nayab Singh Saini also instructed the QAA to carry out thorough oversights of their operations. He added that drainage design, backed by appropriate levels and disposal locations, must be a crucial part of DPR preparation. Departments were directed to create uniform design models for drainage systems in both urban and rural areas.

The Chief Minister further stated that a system must be established to guarantee that the project’s quality satisfies the established criteria before funds are released, especially for high-rise structures and bridges. In order to create a program for a phased structural audit of bridges and high-rise buildings, it was also determined that departments would create a dynamic database of all of these structures.

It was decided to attach personnel from all State Departments, Boards, and Corporations’ current Quality Control Wings to the Quality Assurance Authority, Haryana, in order to improve technical audits.

State infrastructure is being transformed by QAA.

More than 300 officers have received training from the Authority, according to Chairman of QAA Sh. Rajeev Arora (Retd. IAS), and webinars are still held every two weeks. Through thorough technical audits and progressive changes, he said, the QAA is revolutionizing state infrastructure and making sure that projects costing more than Rs 100 crore meet international standards. The Chief Minister’s Office and other government agencies have received thorough findings from QAA’s two-phase audit of 25 significant engineering projects, with Action Taken findings anticipated by January 2026.
