Haryana CM Nayab Singh Saini launches the Kar Hiteshi app to report GST fraud anonymously, along with new online excise and taxation services.
Haryana CM Nayab Singh Saini has launched a mobile application and online platforms for the excise and taxation department. This initiative seeks to enhance departmental procedures through increased technological integration, thereby ensuring prompt service delivery and improving revenue management. The Kar Hiteshi mobile application, developed by the department, was officially launched by Saini.
The application enables citizens to confidentially report issues related to GST. Users have the ability to submit photos, videos, or documents to showcase issues such as fraudulent billing, incorrect input tax credits, unregistered businesses, failure to issue bills, or concealed transactions. An official statement verified that the informer’s identity continues to be confidential and has not been disclosed to field officers.
Digital Solutions for Excise Administration
Saini also introduced six online excise services. These services pertain to permissions concerning ethanol, extra neutral alcohol (ENA), and denatured spirits. Business entities may submit online applications for import and export authorizations concerning these substances. They are also able to monitor the status of their application and obtain digitally signed authorization letters.

The Chief Minister underscored the importance of promptly transitioning additional excise services to an online platform. This encompasses the registration of brand labels and the licensing module. The objective is to transition all departmental processes to be entirely reliant on technology.
Transparency in GST Administration
Saini stated that this initiative will promote voluntary reporting and improve transparency in GST administration. Officers will conduct investigations and implement appropriate measures based on the information provided through the application.
Insights into Revenue Performance
In November 2025, Haryana’s net SGST revenue amounted to Rs 3,835 crore, reflecting a 17% growth compared to November of the previous year. The total GST collection up to November in the current fiscal year amounts to Rs 83,606 crore, representing a 7% increase over the previous year and exceeding the national average of 5.8%.
This enhanced revenue performance has elevated Haryana’s national classification to the fourth position. Officers observed that the state has 603,389 GST-registered taxpayers, reflecting an annual growth rate of 6.11% from 2018 to 2025.
The Chief Minister also examined the implementation of value-added tax (VAT) and central sales tax during his evaluation of the department’s functions.
