New Rules to Tackle Drunk Driving in Gurgaon
The Gurgaon district administration is preparing to enforce stricter action against drunk driving, a leading cause of road accidents in the city. Until now, offenders faced monetary penalties in the form of challans. However, officials are now planning licence suspensions of three to six months for first-time offenders, and permanent cancellation for repeat offenders.
The move comes under the provisions of the Motor Vehicles Act, 1988, which already allows such penalties but has rarely seen them applied consistently. Authorities say the shift is aimed at reducing the number of accidents and fatalities caused by intoxicated driving.
Data from the first half of 2025 paints a worrying picture. Gurgaon recorded 541 road accidents resulting in 223 deaths. Police noted that drunk driving was a major contributor. More than 5,000 challans for alcohol-related offences have been issued so far this year, compared to 25,968 in 2024 and 5,181 in 2023.
Offences Concentrated Around Party Hubs
According to police data, most cases of drunk driving occur near popular nightlife areas. Zones such as Sector 29, Cyber Park, MG Road, Golf Course Road, and 32 Avenue see the highest concentration of offences.
Enforcement teams are already deployed in high-traffic leisure zones like Mall Mile, Ambience Mall, Galleria Market, and Sector 29 Huda Market. Officials believe stricter penalties will strengthen deterrence, especially in areas linked to late-night dining and entertainment.
“Drunk driving checks have been irregular in the past, limited to weekends or campaigns. But since September 2022, regular enforcement has resumed,” a senior traffic officer said. Authorities stress that sustained vigilance will be key to keeping roads safer.
Deputy Commissioner Emphasizes Strict Enforcement
At a recent road safety meeting, Deputy Commissioner Ajay Kumar stressed the need to implement existing rules without delay.
“Norms for licence suspension are already in place. These must be implemented rigorously to curb drink-and-drive cases,” he said.
Under Section 185 of the MV Act, first-time offenders may face:
- A fine of up to ₹10,000
- Six months’ imprisonment
- Or both
For repeat offences within three years, the penalties are even stricter:
- A fine of ₹15,000
- Imprisonment of up to two years
- Permanent cancellation of driving licence
Officials believe that applying these penalties will send a strong message to violators who underestimate the risks of drunk driving.
Stricter Licensing Procedures
The crackdown will not stop with penalties. The administration also intends to tighten the process of issuing driving licences. Deputy Commissioner Kumar directed sub-divisional magistrates (SDMs) to monitor licence procedures closely to ensure compliance with safety norms.
The aim is to prevent unqualified or negligent drivers from obtaining licences too easily. Stricter checks at the point of issuance could reduce the number of unsafe drivers on the road.
Improving Road Safety Infrastructure
While enforcement is critical, officials also want to address road safety from an infrastructure perspective. Departments have been instructed to identify accident-prone stretches and implement corrective measures.
These measures include:
- Tree pruning to improve visibility
- Maintenance of T-junctions and U-turns
- Installation of reflectors ahead of the winter season
Such steps, authorities say, will improve night-time driving conditions and reduce the risk of fatal collisions.
Public Awareness and Police Action
Alongside strict enforcement, the administration plans to step up public awareness campaigns. Officials believe education is essential in shaping safer driving behavior.
“Understanding traffic rules and following them can reduce accidents. Enforcement will be strict, but awareness will remain key,” Kumar said.
Police have been instructed to design action plans targeting not only drunk driving but also overspeeding, reckless lane changing, and risky overtaking. Together, these measures aim to create a comprehensive strategy for road safety in Gurgaon.

The city has struggled with a high number of fatal accidents in recent years, and officials hope this new approach will save lives. With licence suspensions, permanent bans, and stricter fines, drunk driving may finally carry consequences that deter offenders.
As enforcement expands and awareness grows, authorities are optimistic that Gurgaon can reduce accident numbers and set an example for other cities battling similar road safety challenges.
