Delhi CM Rekha Gupta launches water bill amnesty scheme, waives 100% late fees till Jan 2026 and slashes penalty for illegal connections by up to 96%.

Rekha Gupta, the chief minister of Delhi, has announced a significant relief for the people of Delhi: the government will eliminate the 100% fee on late water bill payments till January 31 of the next year. According to her, the Delhi government is removing surcharges of Rs 11,000 crore through this program. Gupta reiterated that the program will run till March 2026 and emphasized that the BJP is fulfilling its pledge to Delhi residents.

“We did what we promised”. We have been keeping the commitments we made to Delhi residents. We had discussed a water bill amnesty program. Today, we put it into practice. Delhi residents will be able to bring their water bills to our Jal Board offices starting tomorrow. Following the news on Tuesday, she informed the journalists, “They can also communicate online.”

“The late payment surcharge has been completely removed on all outstanding bills until January 31, 2026. After that, the program will continue until March 31st, at which time we will continue to provide all of our domestic customers a 70% rebate. The Delhi government is waiving a surcharge of over Rs 11,000 crores,” the chief minister of Delhi continued.

Reduced penalties for converting an unauthorized water connection

Additionally, the Delhi chief minister announced that the penalty amount for changing the illegal water connection would be reduced. According to her, all domestic customers who wish to regularize unapproved water connections can now do so for a 1000 rupee fee.

“Any commercial connections can complete it for a Rs 5,000 penalty. “The Delhi government has developed a new revenue management system,” she continued.

In the past, changing illegal water connections to legitimate ones cost Rs 25,000 for domestic category individuals and Rs 61,000 for non-domestic category individuals. Instead, it is now only Rs 1,000 and Rs 5,000, respectively. This indicates that the fine has been lowered for both domestic and non-domestic clients by 96% and 92%, respectively.

According to CM Rekha Gupta, Delhi has 29 lakh unauthorized water connections.

Delhi’s unpaid water bills

According to officials, the Delhi Jal Board is required to collect a total of Rs 87,589 crore in unpaid water bills, encompassing all categories such as domestic, government, and commercial. The LPSC fee is Rs 80,463 crore, or 91% of the entire bill, while the principal amount is Rs 7,125 crore.

The Delhi chief minister claimed that the people as a whole will gain from the government’s new model and the 34 additional water distribution system divisions.
