The ICC World Cup Format Changes have brought a major transformation to the structure of international cricket’s biggest tournaments. The International Cricket Council (ICC) has approved a series of format revisions for the men’s ODI World Cup and T20 World Cup during its Annual Conference in Edinburgh.
The new formats are designed to increase competition at every stage, reduce low-pressure matches, and ensure that teams face greater challenges throughout the tournament. The changes will be implemented from the upcoming tournament cycle after approval from the ICC Chief Executives’ Committee.
ODI World Cup Gets New Super 7 Stage
As part of the ICC World Cup Format Changes, the 14-team ODI World Cup will now follow a three-stage competition format.
In the opening phase, the bottom three qualified teams will compete in a preliminary Super Series, with only the top-performing team advancing to the main tournament stage.
The remaining 13 teams will then be divided into two groups of six, while the Super Series winner will join one of these groups. The top three teams from each group, along with the next best-performing team overall, will qualify for the newly introduced seven-team Super 7 stage.
In the Super 7 round, all teams will compete in a round-robin format, with the top four teams moving into the semi-finals.
ICC Aims to Increase Match Importance
Explaining the ICC World Cup Format Changes, the cricket governing body said the revised structure will strengthen the competitive storyline of the tournament.

According to ICC, matches from the early rounds will now carry greater importance, ensuring teams remain focused throughout the competition. The new format will also continue providing opportunities for emerging cricket nations to compete at the highest level.
T20 World Cup Format Also Revised
The ICC has also approved major changes to the 20-team T20 World Cup format. The tournament will now begin with five groups consisting of four teams each.
The top two teams from every group will advance to the Super 10 stage, which will feature two groups of five teams. The winners of both Super 10 groups will qualify directly for the semi-finals.
The teams finishing second and third in each Super 10 group will compete in crossover eliminator matches to decide the remaining semi-final spots.
Focus on Emerging Teams and Future Tournaments
The latest ICC World Cup Format Changes are aimed at creating more competitive opportunities for emerging cricket nations while maintaining a high level of competition among top teams.
The ICC has also confirmed the qualification process for the 2028 T20 World Cup. Scotland has been granted direct entry into the Europe Regional Final due to exceptional circumstances, while other teams will compete through regional qualifiers and the Global Qualifier.
Commercial Review of New Formats Ahead
The ICC Finance and Commercial Affairs Committee will review the approved tournament structures in November before finalising commercial implementation plans.
