New Delhi: A fresh political controversy has erupted in Parliament after a privilege motion against Kharge was referred to the Rajya Sabha Privileges Committee over his alleged remarks against Prime Minister Narendra Modi during the Tamil Nadu Assembly election campaign.
Rajya Sabha Chairman CP Radhakrishnan referred the privilege motion against Kharge to the Committee of Privileges following a complaint submitted by several Members of Parliament. The complaint alleged that the Congress president made derogatory and disrespectful remarks that lowered the dignity of Parliament and the office of the Prime Minister.
MPs File Complaint Against Kharge
The complaint was jointly submitted by MPs Brij Lal, Mithlesh Kumar, Sumitra Balmik, Shivesh Kumar, Sikander Kumar and Nagendra Ray under Rule 188 of the Rules of Procedure and Conduct of Business in the Council of States.
The MPs accused Mallikarjun Kharge of making “grossly derogatory, disparaging and highly disrespectful remarks” against Prime Minister Narendra Modi during an election campaign speech.
Following the complaint, the privilege motion against Kharge has now been sent to the Privileges Committee for examination, investigation and submission of a report.
What Triggered the Controversy?
The controversy stems from comments allegedly made by Kharge on the final day of campaigning for the Tamil Nadu Assembly Elections 2026. During his speech, Kharge reportedly referred to Prime Minister Modi in remarks that sparked strong reactions from the ruling BJP and its allies.

The issue quickly escalated into a major political row, prompting parliamentarians to seek action through a privilege motion against Kharge.
Kharge Clarifies His Statement
Responding to the controversy, Kharge denied calling Prime Minister Modi a “terrorist” and said his remarks were misunderstood.
“He is terrorising people and political parties. I never said he is a terrorist,” Kharge clarified while explaining his statement.
The Congress leader alleged that central agencies such as the Enforcement Directorate (ED), Income Tax Department and Central Bureau of Investigation (CBI) were being used to target political opponents. He also referred to issues such as delimitation and what he termed “tax terrorism.”
Kharge maintained that his comments were aimed at criticizing the government’s functioning and not making a personal attack on the Prime Minister.
Privileges Committee to Conduct Inquiry
The privilege motion against Kharge will now be examined by the Rajya Sabha Privileges Committee, which is responsible for investigating matters involving alleged breaches of parliamentary privilege.
The committee is expected to review the complaint, examine the circumstances surrounding the remarks and submit its findings to the Rajya Sabha Chairman after completing its inquiry.
The development has intensified political tensions between the ruling NDA and the opposition Congress, with the outcome of the privilege motion against Kharge likely to remain a key point of debate in the coming days.
