Government Launches ₹99,446 Cr PMVBRY Scheme to Boost Employment
The Central Government has announced a major employment scheme, Pradhan Mantri Vikasit Bharat Rojgar Yojana (PMVBRY), which will come into effect from August 1, 2025. The initiative aims to generate over 3.5 crore jobs across India over the next two years and will remain active until July 31, 2027.
Announced by the Ministry of Labour, the scheme focuses on both first-time job seekers and employers who hire new staff. With a robust budget of ₹99,446 crore, this ambitious plan is designed to encourage formal employment, reduce joblessness, and strengthen the country’s workforce.
Direct Benefits for First-Time Job Seekers
Under the PMVBRY scheme, first-time employees earning up to ₹1 lakh per month and registered with the Employees’ Provident Fund Organization (EPFO) will receive financial support of up to ₹15,000, disbursed in two installments.
- First Installment: After six months of continuous employment
- Second Installment: After twelve months and completion of a financial literacy course
The scheme targets around 1.92 crore new employees who will benefit from this direct incentive. Part of the incentive will be deposited in their savings account, promoting long-term financial security.
Incentives for Employers Hiring Fresh Talent
In a move to encourage job creation, the government is offering monthly incentives of up to ₹3,000 to employers who hire new staff. These benefits will be available for two years across all sectors, and for four years in the manufacturing sector.
Eligibility criteria for employers include:
- Companies with less than 50 employees must hire at least 2 new workers
- Companies with more than 50 employees must hire at least 5 new workers
- New hires must be retained for a minimum of six months
This dual-benefit structure aims to motivate employers to expand their workforce and support sustainable employment.
Transparent Disbursement and AI Monitoring
The government will use Direct Benefit Transfer (DBT) to ensure smooth and transparent fund transfers.
- Employees will receive funds in Aadhaar-linked accounts
- Employers will receive funds in PAN-linked accounts
To prevent misuse, artificial intelligence systems and robust monitoring mechanisms will be employed. This ensures accountability and efficient implementation of the scheme across sectors.
Additionally, the scheme is designed to promote formal employment, enabling beneficiaries to gain access to benefits such as EPFO coverage, social security, and digital payments.
Manufacturing Sector Gets Special Focus
While the PMVBRY scheme will be available across all sectors, the manufacturing sector has received additional support. The government’s goal is to revive industrial employment and boost production-linked job creation.
Manufacturing companies that meet the hiring criteria will be eligible for the four-year incentive, providing a long-term boost to India’s Make-in-India push and industrial growth.
