Congress Privilege Notice Against PM Modi Sparks Fresh Political Row in Parliament

Congress MP K. C. Venugopal has filed a privilege notice against PM Narendra Modi over remarks made in his televised address following the defeat of a constitutional amendment bill.

New Delhi: A fresh political controversy has erupted after Congress MP K. C. Venugopal submitted a privilege notice against Prime Minister Narendra Modi in the Lok Sabha. The move has triggered a major political confrontation, with the opposition alleging breach of parliamentary privilege following the Prime Minister’s recent televised address.

The Congress privilege notice against PM Modi has now been formally submitted to Lok Sabha Speaker Om Birla, escalating tensions between the ruling party and the opposition.

Congress Privilege Notice Against PM Modi Filed Under Rule 222

In his letter, Venugopal invoked Rule 222 of the Rules of Procedure and Conduct of Business in Lok Sabha. The Congress privilege notice against PM Modi alleges that the Prime Minister made remarks during his April 18, 2026 address that cast aspersions on Members of Parliament.

He stated that the Congress privilege notice against PM Modi concerns comments made during the Prime Minister’s televised speech, which allegedly questioned MPs for their voting behaviour in the House.

Venugopal argued that such statements undermine the dignity of elected representatives and violate parliamentary norms.

Row Linked to Defeat of Constitutional Amendment Bill

The controversy is linked to the defeat of the Constitution (131st Amendment) Bill, 2026 in the Lok Sabha. The bill failed to secure the required two-thirds majority under Article 368 of the Constitution.

Following the setback, the Prime Minister addressed the nation, criticising opposition parties for blocking the bill. The Congress privilege notice against PM Modi claims that his remarks indirectly questioned the motives of MPs during the legislative process.

‘Direct Affront to Parliament’, Says Congress

Venugopal stated that the Prime Minister’s comments amount to a serious breach of parliamentary privilege. Reiterating the Congress privilege notice against PM Modi, he said questioning MPs for performing their constitutional duties is unacceptable.

He urged the Speaker to take immediate action to protect the dignity of Parliament and ensure such incidents are not repeated in the future.

Congress Leadership Supports Privilege Notice

Senior Congress leader Jairam Ramesh also supported the move, calling the Prime Minister’s speech after the bill’s defeat a “so-called address to the nation.”

With the Congress privilege notice against PM Modi, the political standoff between the government and opposition has intensified further, adding to ongoing tensions in Parliament.
