Punjab Governor Reaffirms Commitment to Eliminate Drug Menace, Prioritizes Welfare of Farmers and State Development

Chandigarh, March 21: In a powerful address during the eighth session of the 16th Punjab Vidhan Sabha, Punjab Governor Gulab Chand Kataria reiterated the state government’s unwavering commitment to combat the drug menace that continues to plague Punjab. Under the ongoing initiative “Yudh Nasheyan Virudh” (War Against Drugs), the state has focused not only on eradicating drugs but also on dismantling the entire economic chain that supports the narcotic trade.

The Governor detailed several innovative initiatives taken by the Punjab Government to tackle this pervasive issue, highlighting that breaking the economic nexus behind drug trafficking is key to the state’s strategy. These efforts include demolishing properties belonging to drug traffickers, signaling the government’s resolute stance against drug-related activities.

“Yudh Nasheyan Virudh” Takes Strong Measures Against Drug Trade

Governor Kataria emphasized the importance of the special focus laid on targeting the financial backbone of the drug trafficking network, stressing that the fight against narcotics is both a law enforcement issue and a socio-economic challenge. As part of this initiative, a high-powered Cabinet sub-committee, led by Finance Minister Harpal Singh Cheema, has been formed to ensure the success of this battle.

“The state has taken concrete actions to break the economic chain supporting drug trafficking, and through restructuring, the Special Task Force (STF) has now become the Anti-Narcotics Task Force (ANTF),” said Kataria. The ANTF is tasked with enforcing drug laws, rehabilitating victims, and curbing substance abuse.

Moreover, the state has organized over 33,000 public awareness meetings and formed nearly 20,000 Village Defense Committees (VDCs) in just a few months to increase community involvement in fighting drugs. A new Special Intelligence and Technical Unit has also been established to monitor communications, financial transactions, and other critical data related to the drug trade, enhancing the effectiveness of the ANTF.

Tackling Organized Crime and Enhancing Law Enforcement

In addition to combating drugs, the state has made impressive strides in dealing with organized crime. The Anti-Gangster Task Force, which has been bolstered with additional resources, has led to the arrest of over 1,500 criminals, the neutralization of 13 gangsters, and the dismantling of more than 570 criminal modules. The police have also recovered a significant number of weapons and vehicles used in these illegal activities.

The Governor further emphasized that Punjab’s commitment to law enforcement includes robust counter-intelligence measures and advanced cybercrime prevention strategies. The state has already neutralized nine terror modules in the past year, arrested 59 individuals, and recovered a range of weapons to ensure the safety of its residents.

Progressive Health and Education Reforms

The Governor also took the opportunity to highlight several transformative health and education initiatives implemented by the state government, aimed at improving the quality of life for Punjab’s citizens.

In health, the state has launched 881 Aam Aadmi Clinics, providing affordable medical services to millions. To date, over 2.98 crore patients have been treated, with more than 90 lakh diagnostic tests conducted. Governor Kataria shared that these clinics have reduced out-of-pocket healthcare expenditures by a staggering Rs. 1,296 crore. The state also committed Rs. 200 crore for the procurement of medicines and consumables for government hospitals in the upcoming financial year.

In education, the state has invested significantly in infrastructure, including the establishment of 1,970 ICT labs, 7,702 smart classrooms, and a 100 Mbps internet connection across 19,120 schools. The introduction of the Business Blaster Scheme in senior secondary schools has provided seed money to students to turn their entrepreneurial ideas into reality, with 51,565 students benefiting from the scheme.

Welfare of Farmers and Agricultural Advancements

Governor Kataria reiterated the state government’s dedication to supporting farmers, particularly in the wake of ongoing agricultural challenges. He detailed several initiatives aimed at improving the livelihood of Punjab’s farmers, including enhanced canal irrigation systems and the restoration of abandoned canals.

In the 2024-25 fiscal year, the Punjab Government has launched 79 canal rehabilitation projects and restored more than 5,400 kilometers of canals, providing water to farmers, especially those at the tail ends. The state has also procured 121.31 lakh tons of wheat and 173.58 lakh tons of paddy, making direct payments of over Rs. 68,000 crore to farmers under the Minimum Support Price (MSP) scheme.

The Governor also touched upon crop diversification efforts, mentioning subsidies for maize cultivation and a pilot project to produce pesticide-free Basmati rice. The Punjab Government has even introduced financial assistance to farmers adopting Direct Seeding of Rice (DSR), seeing a nearly 50% increase in acreage for this crop in the 2024 Kharif season.

Infrastructure, Employment, and Power Reforms

The Governor also discussed the government’s efforts to enhance infrastructure, promote employment, and improve the state’s power supply. The state has ensured uninterrupted electricity supply during the critical paddy season, benefitting both agricultural and residential sectors.

In terms of employment, more than 51,000 candidates have received appointment letters through transparent, merit-based recruitment processes. Governor Kataria shared that Punjab is witnessing a reverse brain drain, with many young, skilled individuals returning to join the state government, a clear indicator of growing confidence in Punjab’s future.
