Chandigarh: In a major relief for parents across the state, Punjab Chief Minister Bhagwant Mann has announced a strict policy to regulate private school fee Hike . Sharing the decision on his official X account, Mann said the government has taken a “difficult but important decision” after receiving hundreds of complaints from parents regarding arbitrary fee hikes by private schools.
According to the Chief Minister, the issue gained urgency following a tragic incident in Amritsar, after which parents from across Punjab reportedly contacted him over the financial burden caused by rising school fees. Addressing these concerns, the Punjab government has decided that no private school in the state will be allowed to increase fees by more than 5 percent annually.
Punjab Private School Fee Hike Limited to 5%
Under the new rule, the Punjab Private School Fee Hike limit will apply not only to tuition fees but also to all mandatory funds and charges collected by schools. The government believes this measure will protect families from sudden and excessive fee increases while ensuring transparency in the education sector.

Mann stated that the decision has been taken keeping in mind both the future of children and the difficulties faced by parents. He emphasized that education should not become a financial burden for families.
Schools May Have to Refund Excess Fees
In another significant move, the Punjab government has directed that schools which have increased fees by more than 15 percent over the last three years will be required to refund the excess amount collected from parents. The refund process is expected to be implemented once the regulatory framework is finalized.

The announcement marks one of the strongest interventions by a state government on private school fee regulation. The Punjab Private School Fee Hike policy is expected to impact thousands of educational institutions across the state.
Ordinance to Make Rule Permanent
To ensure the decision remains in force, the government plans to introduce an ordinance in the near future. Mann said the ordinance will permanently enforce the 5 percent cap and prevent schools from finding loopholes through additional compulsory charges.
The Chief Minister asserted that no private school would be exempt from the regulation. He described the upcoming law as potentially the strictest school fee regulation framework in the country.
Government Cracks Down on Education-Related Exploitation
Highlighting the need for reform, Mann said the government would no longer tolerate what he described as exploitation in the name of education. The administration believes that the Punjab Private School Fee Hike restrictions will bring greater accountability and financial relief to parents.
The announcement has already sparked discussion among parents, school managements, and education experts. While parents have largely welcomed the decision, private school associations are expected to seek clarity on its implementation.
With the new Punjab Private School Fee Hike cap and refund provisions, the Punjab government aims to create a more balanced and affordable education system while safeguarding the interests of students and their families.
