Uttarakhand : Chief Minister Pushkar Dhami on Monday launched the Training Management System (TMS), developed by the Uttarakhand Building and Other Construction Workers Welfare Board (UKBOCW), Labour Department. The portal is a major step toward making skill development for registered workers and their dependent family members more transparent, efficient, and technology-driven.
The TMS portal is designed to conduct worker training programmes entirely online, ensuring transparency and accountability, in line with the Chief Minister’s directives.

The Chief Minister Pushkar Dhami instructed officials to address all aspects of workers’ holistic development after training. He also emphasized the importance of collecting feedback from local entrepreneurs regarding skill requirements to align training programmes with employment opportunities.

Special focus was directed toward training in trades such as plumbing, carpentry, and electrical work, tailored to regional needs. This initiative aims to meet local workforce demands, boost employment opportunities, and maintain regional demographic balance. Highlighting the importance of post-training support, CM Pushkar Dhami appreciated the DBT schemes run by the Labour Department and instructed UKBOCW to continue efforts to enhance revenue.
Streamlining Training Through the Online Portal
The training process will be made fully transparent and effective via the TMS portal. Labour Department Secretary, Dr. Shridhar Babu Addanki, noted that the department is continuously working to make all schemes more result-oriented and transparent as per the Chief Minister Pushkar Dhami guidance.

Labour Commissioner PC Dumka presented a detailed overview of the portal, explaining that selection of training providers, evaluators, training centres, and trainers will be carried out entirely online from certified institutions and individuals empanelled with the Government of India. Attendance and evaluation of all training programmes will also be monitored digitally.
The portal will ensure:
- Full transparency in all training programmes
- Prevention of duplication of efforts
- Continuous improvement in training quality
- A centralised database of trained workers
- Accountability of training providers and officials
Principal Secretary R.K. Sudhanshu and other senior departmental officers were present at the programme.
