Haryana CM Nayab Singh Saini consults professionals for Budget 2025-26, focusing on participatory governance, transparency, and public welfare.

CM Nayab Singh Saini engaged in meaningful discussions and received feedback from professionals during a two-part pre-budget consultation meeting with various stakeholders  at Apparel House, Sector 44, Gurugram. In the second session, chartered accountants, advocates, architects, environmentalists, doctors, and other professionals participated. The Chief Minister described these recommendations as a reflection of participatory democracy, collaborative governance, and shared responsibility. He emphasized that the Haryana government’s policies and actions are guided by public sentiment.

Addressing the stakeholders, the Chief Minister stated that professionals from many areas have come together on a same platform to share open minds, clear thinking, and a creative perspective. As members of the enlightened segment of society, they play an important role in policymaking, legal advice, financial discipline, planning, environmental protection, and sustainable development. It would not be an exaggeration to suggest that the robust foundation of effective governance is built on these very strong pillars.

Speaking about the significance of proposals received from stakeholders last year, the Chief Minister stated that the suggestions made in the public interest were incredibly practical and demonstrated foresight and a strong awareness of future demands. Out of the 43 ideas received last year, 15 were included in the Budget 2025-26. These included the One Time Settlement Scheme, suo moto investigations by the ETO under Section 61, the formation of a Chartered Accountant panel for special audits under Section 66 of the GST Act of 2017, and the installation of CCTV cameras in ETO and DETC offices to ensure transparency.

In addition, significant decisions such as GST relief on agricultural equipment, automation of the GST refund process, a new e-waste management policy, environmental initiatives such as the Aravalli Jungle Safari, the Pran Vayu Devta Pension Scheme, and the establishment of an environmental training center were included. All of these measures demonstrate our steadfast commitment to a simpler tax system, transparent administration, environmental protection, and public welfare.

Haryana is the country’s leading state to implement three new criminal laws.

The Chief Minister stated that under PM Modi’s capable leadership, three criminal statutes dating back to the British era had been replaced. Haryana is the leading state in the country for successfully implementing all three new laws in such a short period of time. Following this strategy, the state has used modern technology to implement these regulations, establishing the e-Sakshya and e-Summon applications. From January 2025 to August 31, 2025, 96.71 percent of crime scenes were forensically examined and recorded using the e-Sakshya app. Approximately 46.52 percent of police personnel appear in court via video conference.
