Haryana Vidhan Sabha approves 8 bills in winter session 2025, covering Abadi Deh, Housing Board, Private Universities, Shops Act, and Jan Vishwas amendments.

Eight bills were examined and approved on the last day of the Haryana Vidhan Sabha ‘s winter session. Abadi Deh (Vesting, Recording and Resolving of Ownership Rights) Bill, 2025; Haryana Appropriation (No. 4) Bill, 2025; Haryana Technical Education Guest Faculty (Security of Service) Amendment Bill, 2025; Haryana Housing Board (Amendment) Bill, 2025; Haryana Private Universities (Amendment) Bill, 2025; Haryana Shops and Commercial Establishments (Amendment) Bill, 2025; Haryana Scheduled Roads and Controlled Areas Restriction of Unregulated Development (Amendment) Bill, 2025; and Haryana Jan Vishwas (Amendment of Provisions) Bill, 2025.

The 2025 Haryana Appropriations (No. 4) Bill

The Haryana Appropriation (No. 4) Act, 2025 is the name of this legislation. This Act authorizes the payment and use of funds from the State of Haryana’s Consolidated Fund, which will be used for the services and purposes listed in the Schedule for the fiscal year that ends on March 31, 2026.

The 2025 Haryana Technical Education Guest Faculty (Security of Service) Amendment Bill

To alter the Haryana Technical Education Guest Faculty (Security of Service) Act, 2024, the Haryana Technical Education Guest Faculty (Security of Service) Amendment Bill, 2025 was passed.

On January 16, 2025, notice was given of the Haryana Technical Education guest faculty (Security of Service) Act, 2024. Guest faculty members who complete five years of service by August 15, 2024, at the latest, are eligible to receive the benefit of security of service under this legislation. The Haryana Technical Education Guest Faculty (Security of Service) Act, 2024’s Explanation of Section 3(vii) has been amended at the request of the guest faculties.About the 240 days that are counted during a year of service rather than a calendar year.

Bill, 2025, Haryana Housing Board (Amendment)

The Haryana Housing Board Act of 1971 was amended by the Haryana Housing Board (Amendment) Bill of 2025.The Haryana homes Board Act of 1971 created the Housing Board Haryana, which has been working on building homes and other urban infrastructure throughout the state. Its operational duties have gradually become more similar to those of the Haryana Shehri Vikas Pradhikaran (H.S.V.P.), which also develops housing and planned urban infrastructure under a statutory framework. The Chief Minister announced the dissolution of the Housing Board Haryana and its merger into H.S.V.P. in order to better urban planning integration, remove duplication of administrative operations, and improve service delivery. Although the Board may be dissolved by legislative resolution and government notification under Section 80 of the 1971 Act, the State Government is not expressly permitted to transfer the Board’s assets, liabilities, personnel, and obligations to H.S., V.P., or any other successor body. It is suggested that Section 80(2) of the Haryana Housing Board Act, 1971 be substituted in order to close this legal gap and guarantee the smooth succession and transfer of all Board duties, responsibilities, personnel, and legal commitments and contracts.

The 2025 Haryana Private Universities (Amendment) Act

The Haryana Private Universities Act, 2006 was amended by the Haryana Private Universities (Amendment) Bill, 2025.Sections 34A, 34B, 44, 44A, and 46 of the Haryana Private Universities Act, 20O6, as modified from time to time, need to be altered in order to expedite the process.

Ownership Rights Vesting, Recording, and Resolution under the Haryana Abadi Deh Bill, 2025

To provide for the vesting, recording, and resolution of ownership rights in the occupier and related or incidental matters within the abadi deh area of a revenue estate, the Haryana Abadi Deh (Vesting, Recording, and Resolving of Ownership Rights) Bill, 2025 was approved.

Bill, 2025, to amend the Haryana Shops and Commercial Establishments Act

To alter the Haryana Shops and Commercial Establishments Act, 1958, the Haryana Shops and Commercial Establishments (Amendment) Bill, 2025 was passed. A review of some sections of the Punjab Shops and Commercial Establishment Act, 1958, has been conducted in order to support the government’s goals of lowering the burden of compliance, promoting industrial growth through modern work, and bringing labor regulations into line with contemporary practices. The proposed revisions aim to improve worker welfare, guarantee gender equality, increase operational flexibility, and make conducting business easier.

The 2025 Amendment to the Haryana Scheduled Roads and Controlled Areas Restriction of Unregulated Development

The Haryana Scheduled Roads and Controlled Areas Restriction of Unregulated Development Act, 1963 was amended by the Haryana Scheduled Roads and Controlled Areas Restriction of Unregulated Development (Amendment) Bill, 2025.

Ease of Doing Business (EoDB) reforms, which seek to streamline regulatory frameworks and cut down on procedural delays across industries, have been given top priority by the Indian government through the Compliance Reduction and Deregulation Docket. Eight of the twenty-three priority reform areas that have been identified as part of this project are related to the Haryana Town and Country Planning Department. To improve openness and investor confidence, this involves streamlining, digitizing, and automating the procedures involved in granting Change of Land Use (CLU) permits.

Bill, 2025, Haryana Jan Vishwas (Amendment of Provisions)

To further enhance trust-based governance for ease of living and ease of conducting business, the Haryana Jan Vishwas (Amendment of Provisions) Bill, 2025 was passed, amending several enactments to decriminalize and rationalize transgressions.

Notified on August 11, 2023, the Government of India passed “The Jan Vishwas (Amendment of Provisions) Act, 2023,” which decriminalized 183 provisions in 42 Central Acts run by 19 Ministries/Departments. This is the first piece of legislation that systematically decriminalizes minor offenses across multiple Acts.
