Haryana CM Nayab Singh Saini launches CMGGA 2025 to engage youth in effective governance, rural development, and policy research.
Haryana Chief Minister Sh. Nayab Singh Saini, during the inauguration of the second phase of the Chief Minister’s Good Governance Associates (CMGGA) 2025 in Sonipat , stated that this event signifies not merely the commencement of a program but also a dedication to fostering a new tradition of effective governance in Haryana. He articulated that governance extends beyond law and order, encompassing the art of engaging people’s souls and discerning the rhythm of society. Effective governance is achieved when every citizen—be it a farmer, laborer, adolescent, or woman—perceives the government as their own. Transparency, accountability, and prompt service constitute the fundamental principles of effective governance.
The Chief Minister stated that the CMGGA programme, initiated in 2016, was motivated by the concept of how educated and dynamic youth can be incorporated into the mainstream of governance. This is not merely an employment, but a process of transforming youth into agents of change. To date, over 175 associates have participated in this programme, engaging with villages, proposing solutions through dialogue, and reinforcing the principles of effective governance at the grassroots level.

Referring to Haryana’s rich historical and cultural heritage, the Chief Minister stated that the 4,600-year-old civilization of Rakhigarhi stands as evidence of the prosperity of this region. Through CMGGA, over 70 percent of associates remain actively involved in policy research, the social sector, and development initiatives. Under the ‘Antyodaya Saral’ initiative, more than 600 government services have been digitized and made accessible online, while over 85 percent of families have been effectively registered under the ‘Parivar Pehchan Patra.’ Under the Saksham Haryana campaign, approximately 14 lakh children are receiving enhanced educational opportunities.
Providing details of the new format of CMGGA-2025, the Chief Minister stated that the guiding principle of this phase is—“Innovation has been achieved; now it is time for implementation.” This time, the Global Village Foundation has been appointed as the implementing agency, with Rishihood University serving as the learning partner. A total of 27 associates will be engaged in key focus areas including rural development, policy research, governance, climate policy, and data analytics. These candidates are affiliated with esteemed institutions such as TISS, IIMs, and IITs, and possess professional experience in organizations including NITI Aayog.
Chief Minister Sh. Saini stated that Prime Minister Sh. Narendra Modi has committed to transforming India into a developed nation by 2047. Haryana is progressing swiftly in this direction with the aim of establishing a trillion-dollar economy and creating new employment chances. This represents not merely economic growth but a comprehensive agenda for human development.
Addressing the associates, he emphasized that they should not perceive this opportunity solely as a certificate or a transitional phase in their professions, but as a vital mission of nation-building. Commit to working diligently, assume all responsibilities with utmost seriousness, uphold unwavering honesty and transparency, and consistently foster a spirit of innovation. Challenges will inevitably emerge, and errors may occur; however, genuine leadership resides in deriving lessons from them and progressing onward. Quoting the message of the Gita, he stated, “Perform your duty without concern for the results.”
The Chief Minister urged all stakeholders to collaborate through CMGGA-2025 in order to transform Haryana into a more robust, prosperous, educated, healthy, secure, and effectively governed state. With the determination of a prosperous India, the moment has arrived to advance swiftly toward the development of Haryana.

Youth must fulfill their responsibilities in the pursuit of effective governance
Chief Minister Sh. Nayab Singh Saini also held individual meetings with all the appointed Chief Minister’s Good Governance Associates. He engaged with them, received their introductions, and extended his congratulations on their employment in Haryana. He stated that the purpose of the Chief Minister’s Good Governance Associates Programme (CMGGA) is to facilitate youth involvement in achieving the Chief Minister’s vision of effective governance. This programme is not simply a fellowship or employment opportunity, but a transformative process aimed at cultivating youth as effective change-makers. He stated that all effective governance policies of the government should be implemented from the district level down to the sub-division, block, and village levels. Although obstacles may emerge, success is attained by those who confront challenges and continue to progress. He underscored the importance of approaching work with the ethos of Antyodaya. Chief Minister Sh. Nayab Singh Saini also recounted his experiences and distributed appointment letters to the associates.
