India, US Push Forward Bilateral Trade Agreement as Deputy Ambassador Arrives

US Deputy Trade Ambassador Rick Switzer visits India on Dec 10-11 for senior-level talks to advance the India-US Bilateral Trade Agreement.

New Delhi: The Deputy U.S. Ambassador for Trade, Rick Switzer, is scheduled to visit India on December 10 and 11 to participate in senior-level discussions with Indian officials. These discussions are an essential component of the ongoing endeavors to conclude a bilateral trade agreement (BTA). This visit occurs at a juncture when India and the United States are seeking to enhance their relations and address the trade concerns that have recently emerged.

The visit is principally a reconnaissance mission, according to Ministry of External Affairs spokesperson Randhir Jaiswal, who confirmed the visit during a media briefing on Monday.

“Ambassador Rick Switzer will engage with senior officials in the Indian government to advance discussions on trade,” Jaiswal stated. Both nations have been engaged in active negotiations for a comprehensive trade agreement encompassing multiple sectors, with the objective of substantially enhancing bilateral trade.

Favorable towards a just and equitable agreement

India and the United States have been collaboratively working towards finalizing a fair and equitable trade agreement, with both governments underscoring the significance of an arrangement that advantages both parties. Multiple sessions of negotiations have already been conducted, and Commerce Secretary Sunil Agarwal conveyed confidence at the FICCI Annual General Meeting on November 28, stating that both nations remain optimistic about finalizing an agreement before the end of this year.

“We remain optimistic that a resolution can be reached within this calendar year,” stated Agarwal. However, the schedule for concluding the initial phase of the agreement required modification in light of recent alterations to US trade policies, notably the imposition of tariffs on Indian imports.

Difficulties arising from commercial disputes

The path to completing the Bilateral Trade Agreement has not been completely without obstacles. One of the primary challenges has been the US tariff policies enacted by former President Donald Trump. These tariffs were initially imposed at 25% in August 2021, and were subsequently increased by an additional 25% shortly thereafter, targeting Indian products due to concerns such as India’s continued procurement of Russian oil. This measure was part of a wider set of reciprocal tariff actions undertaken in response to trade deficits with countries such as India.

Despite these obstacles, both nations have maintained an open dialogue, proceeding with multiple rounds of negotiations. India remains optimistic that the initial installment of the agreement will be finalized within the upcoming months, notwithstanding any delays. The proposed Bilateral Trade Agreement (BTA) seeks to more than double the existing trade volume between the two nations, elevating it from USD 191 billion to a target of USD 500 billion by 2030.

This agreement was initially discussed during Prime Minister Narendra Modi’s visit to Washington earlier this year, and both parties are keen to formalize the arrangement.

India has been proactively engaging in such agreements with several international partners. To date, the country has ratified 14 Free Trade Agreements (FTAs) and six Preferential Trade Agreements (PTAs), with negotiations currently underway for FTAs with several other major international partners, including the European Union.
