CM Nayab Singh Saini-led HPPC sanctions Rs 3,300 crore for materials, energy, digital infrastructure, and education, saving Rs 127 crore.
The High Powered Purchase Committee (HPPC), presided by Haryana Chief Minister Nayab Singh Saini, convened on Tuesday and authorized the procurement of essential materials and services valued at approximately Rs 3,300 crore. Proposals from multiple departments were thoroughly examined during the meeting, and negotiations with bidders resulted in savings of approximately Rs 127 crore, thereby enhancing the financial administration of the state government.
Education Minister Mahipal Dhanda, Revenue and Disaster Management Minister Vipul Goyal, Cooperation Minister Dr. Arvind Sharma, Agriculture and Farmers Welfare Minister Shyam Singh Rana, Public Works Minister Ranbir Gangwa, Irrigation and Water Resources Minister Shruti Chaudhary, and Minister of State for Food, Civil Supplies, and Consumer Affairs Rajesh Nagar also attended the meeting.
The committee authorized the procurement of 41 BS-VI standard vehicles for the police department to further strengthen law enforcement capabilities. Additionally, several important propositions concerning energy and power distribution were authorized, including the acquisition of approximately 27,000 16 kVA distribution transformers and the refurbishment of damaged 25, 63, and 100 kVA transformers with aluminum windings.
The committee also approved a significant proposition concerning energy production, authorizing the supply of 3.55 lakh metric tons of agro-residue-based torrefied biomass pellets to Haryana Power Generation Corporation Limited’s thermal power plants for a duration of one year. Over fifty percent of the base material will consist of paddy crop residue. Furthermore, the committee approved an annual rate contract for the Department of New and Renewable Energy to supply and install 20,000 solar street lighting throughout the state.

Another significant decision involved the approval of a proposal to acquire advanced IT apparatus for the State Network Management Center, as well as for the District and Block Network Management Centers. This initiative seeks to improve digital infrastructure by providing high-speed network connectivity to diverse government departments through the deployment of sophisticated technologies. The upgrade will enhance the efficiency, security, and responsiveness of Haryana’s e-governance systems.
Furthermore, the committee sanctioned an annual contract for the procurement of approximately 5,000 LED/TV units for government schools to ensure the effective operation of the digital education system and to advance digital learning. Approval was also secured for the appointment of a system integrator for 391 ATL and robotics laboratories throughout the state. These laboratories will emphasize astronomy, experimentation, and robotics, with the goal of promoting innovation and scientific curiosity among students.
