Haryana launches Foreign Language Support & Reimbursement Scheme to train youth in German, Japanese, Italian for global job opportunities.
The Board of Directors of the Haryana Kaushal Rozgar Nigam Limited (HKRNL) approved a number of revolutionary recommendations at its 12th board meeting, which was presided over by Chief Secretary Sh. Anurag Rastogi, giving Haryana’s goal of increasing young job possibilities abroad a significant boost today. The summit set an ambitious tone for 2026 by highlighting the state’s increasing emphasis on workforce modernization, job creation, and world-class skilling.
In order to guarantee increased system efficiency, correctness, and transparency, Chief Secretary Sh. Anurag Rastogi ordered during the meeting that the database of all HKRNL deployments be seamlessly connected with Aadhaar.
The Board adopted the Foreign Language Support & Reimbursement Scheme (FLSRS), a major step toward creating a workforce that is globally competitive. By covering training and certification costs for foreign languages like German, Japanese, and Italian, the program seeks to improve employability abroad.

The program is in line with the state government’s Budget Speech 2023–2024, which placed a strong emphasis on training Haryana’s youth for placements abroad. Officials said the program would assist develop a ready pool of certified applicants who can be deployed as soon as international work requirements arise, as language ability becomes an increasingly important factor in global mobility. As a registered recruitment agency that currently handles requests for foreign labor, HKRNL views the program as essential to fulfilling the demands of the global industry.
How the FLSRS Plan Will Operate
One hundred applicants will be chosen to receive payment for their foreign language instruction and certification tests as part of the FLSRS pilot program. The first step in the procedure will be online registration, where candidates will upload supporting documentation such an Aadhaar card, proof of enrollment, age verification, and bank account information. After registering, individuals can study various levels of a single foreign language through online or offline certified language training.
