Punjab government enforces Cattle Feed Act 2018 after 7 years; AAP warns adulterators of 3-year jail and registration cancellation.
The previous Congress and Akali-BJP governments were blamed by AAP Chief Spokesperson and MLA Kuldeep Singh Dhaliwal for the roughly seven-year delay in putting the Punjab Regulation of Cattle Feed Act, Concentrates and Mineral Mixture Act, 2018 into effect.
Speaking to the media at a press conference on Wednesday, Dhaliwal claimed that the previous governments’ willful incompetence and collusion severely damaged the interests of farmers and livestock owners, leaving them vulnerable to long-term exploitation by the shady cattle feed industry.
According to Dhaliwal, the Congress flagrantly disregarded the law while it was in power. The government hurriedly proposed this significant bill in the Legislative Assembly without first getting the Hon’ble President’s consent, disregarding Article 304(b) of the Constitution. This demonstrates the government’s carelessness or its deliberate attempt to entangle this Act in legal issues.
According to him, the purpose of this Act was to control the quality of cattle feed, a sector that generates close to ₹16,000 crore in revenue annually. The Act’s goals were to enhance the health of Punjab’s more than 65 lakh cattle and guarantee increased farmer output, which would raise their earnings. However, 1500–2000 unregistered feed makers were allowed to continue their exploitation due to the collaboration of previous governments.
According to Dhaliwal, the fact that this Act has been in cold storage for seven years demonstrates that previous administrations were more interested in defending the interests of the mafia that manufactures tainted feed than in the welfare of farmers and animal owners.
Dhaliwal stated that the Punjab government, led by Chief Minister Bhagwant Mann, promptly settled this legal issue after taking office. We acted quickly, and on November 18, 2025, we received the President’s post-facto approval, allowing this law to be fully enforced.
Dhaliwal warned adulterators that any manufacturer or dealer discovered selling inferior or tainted livestock feed will be subject to harsh legal action. Any individual who violates this Act faces a three-year prison sentence and an instant cancellation of their registration. Any mafia that takes advantage of Punjab’s farmers will not escape punishment from the AAP administration.
