Punjab AAP Govt Waives ₹67.84 Cr Loans for SC Families, Benefiting 4,727 Households
Landmark relief to benefit over 4,700 Scheduled Caste and Divyangjan households in Punjab
Chandigarh, June 3: In a historic move aimed at empowering economically disadvantaged Scheduled Caste (SC) families, the Punjab Cabinet led by Chief Minister Bhagwant Singh Mann has approved a loan waiver of ₹67.84 crore for 4,727 beneficiaries. The initiative is set to provide significant relief to loanees of the Punjab Scheduled Castes Land Development & Finance Corporation (PSCFC), including Divyangjan (persons with disabilities).
The waiver covers all loans disbursed by the PSCFC up to March 31, 2020, bringing a long-awaited reprieve to thousands burdened by debts incurred while attempting to uplift themselves through self-employment ventures.
Key Details of the Scheme
The Cabinet’s decision, taken during a Council of Ministers meeting at the CM’s official residence, aims to settle both defaulting and regular loan accounts:
- Total Beneficiaries: 4,727 (4,685 defaulting and 42 regular loanees)
- Total Waiver Amount: ₹67.84 crore
- Principal: ₹30.02 crore
- Interest: ₹22.95 crore
- Penal Interest: ₹14.87 crore (as of April 30, 2025)
“No Due Certificates” will be issued by PSCFC’s district managers, and the full amount—comprising all dues up to the date of official notification—will be reimbursed by the state government.
Importantly, even those who previously availed earlier waiver schemes are eligible. However, loanees involved in legal proceedings must unconditionally withdraw their cases and provide documented proof to benefit.
Why This Waiver Matters
As per the 2011 Census, SCs constitute nearly 31.94% of Punjab’s population, many of whom have historically relied on PSCFC loans to establish small businesses. From dairy farming and tailoring to leather work, education, and retail ventures, these loans served as lifelines for families striving for economic independence.
However, life-altering hardships such as the death of the main earner, prolonged illness, or loss of income pushed many into default. Rather than penalize these vulnerable households, the AAP government has opted for a compassionate, dignified response.
“This scheme is not just about loan waiver—it’s about restoring dignity, delivering justice, and offering a new beginning,” said a spokesperson from the Chief Minister’s Office.
A Step Toward Social Equity
With this move, the Mann-led government reaffirms its commitment to social justice and inclusive growth. The waiver not only settles existing dues but also allows PSCFC to extend fresh loans to more eligible SC beneficiaries going forward, enhancing the reach and impact of the scheme.

Historical Context: PSCFC’s Legacy
Established in 1971, the PSCFC has disbursed over ₹846.90 crore to more than 5.41 lakh SC families across Punjab. However, due to systemic challenges, thousands remained stuck in debt traps, unable to move forward financially or socially.
With this latest waiver, the government ensures that these families—many of whom were first-time entrepreneurs—are no longer haunted by old loans and can now look ahead with renewed confidence and dignity.
