Punjab’s 2025 Budget: AAP Government’s “Badlda Punjab” Budget Promises Transformative Growth
Chandigarh, March 27, 2025: Punjab’s Finance Minister, Advocate Harpal Singh Cheema, presented the “Badlda Punjab” (Transforming Punjab) budget for the year 2025-26 in the Vidhan Sabha, underscoring the Aam Aadmi Party (AAP) government’s efforts to bring about significant financial and developmental changes across the state. The budget was hailed as a reflection of the government’s commitment to transforming Punjab through strategic investments, increased revenue generation, and social welfare programs aimed at uplifting marginalized communities.
In his address, Harpal Singh Cheema highlighted the progress made under Chief Minister Bhagwant Singh Mann’s leadership, emphasizing that the AAP-led government had successfully fulfilled four out of five guarantees made to the people of Punjab since coming into power. He also assured that the fifth guarantee, which promises Rs 1,000 per month to women, was on track and would soon be implemented, further solidifying the government’s pledge to enhance the welfare of Punjab’s citizens.

Cheema took the opportunity to compare the AAP government’s fiscal management with that of previous SAD-BJP and Congress administrations. He revealed that while the Congress-led government’s introduction of the GST system in 2017 generated Rs 21,286 crore, the current administration has substantially increased this revenue. Under the leadership of Chief Minister Bhagwant Mann, Punjab’s GST revenue surged to Rs 64,253 crore over the past three years, a testament to the state’s financial prudence and growth.
The Finance Minister criticized the previous Congress leadership, particularly former Finance Ministers, for their lack of effective financial strategies. He noted that the Congress government failed to take proactive measures to increase revenue and improve the state’s financial health, relying instead on GST compensation loans from the central government. Cheema also pointed out that Punjab still carries a Rs 20,000 crore debt as a result of the GST compensation, a situation that could have been avoided with better fiscal management.
Revenue Growth Through Targeted Reforms
In his budget speech, Harpal Singh Cheema highlighted several successful initiatives that have boosted the state’s revenue generation. Notably, the AAP government’s efforts in eliminating illegal mafias—such as the land, transport, and liquor mafias—have played a crucial role in increasing revenue. He noted that stamp duty and registration revenue had reached Rs 14,786 crore in just three years, surpassing the five-year collections under both the Akali-BJP and Congress governments.
Additionally, the Finance Minister underscored the success of the Bill Liyao Inam Pao initiative, a reward scheme aimed at reducing tax evasion. This, alongside the establishment of a tax intelligence unit, has been pivotal in strengthening the state’s revenue base, allowing the government to generate more funds for public welfare and development.
Social Welfare and Economic Empowerment
The Badlda Punjab budget also focused heavily on social welfare initiatives, particularly for marginalized communities. A significant portion of the budget, amounting to Rs 13,987 crore, has been allocated to the Scheduled Caste Sub-Plan (SCSP) for FY 2025-26, making up 34% of the total development budget. This allocation aims to address historical disparities and provide opportunities for the upliftment of the state’s Scheduled Caste population.
In a notable initiative, the Punjab government introduced a loan waiver scheme for individuals who defaulted on loans from the Punjab Scheduled Castes Land Development and Finance Corporation (PSCFC), benefiting around 4,650 individuals who had defaulted on loans taken until March 31, 2020.
Education, Health, and Infrastructure Development
The Badlda Punjab budget also includes substantial investments in key sectors such as education, health, and infrastructure. A total of Rs 17,975 crore has been earmarked for education, while Rs 5,598 crore will be spent on health and family welfare. The budget also includes provisions for medical colleges, with Rs 592 crore allocated for the construction and upgrade of health infrastructure.
Furthermore, the war on drugs remains a priority, with a significant investment of Rs 110 crore for anti-drone technology and drug testing. The Punjab government has also pledged Rs 125 crore for emergency response vehicles, along with the deployment of 5,000 home guards to bolster public safety and law enforcement.
Boosting Industry and Capital Expenditure
In line with its growth agenda, the AAP government has allocated a record Rs 250 crore for financial incentives to industry in the coming year—an unprecedented increase in Punjab’s history. Cheema pointed out that the previous Congress government had allocated a mere Rs 53 crore for industry, while the Akali-BJP government had provided no incentives at all.
The Finance Minister also provided updates on capital expenditure, noting that the AAP government has spent Rs 19,810 crore over three years, a higher figure compared to the Akali-BJP and Congress governments’ spending. These funds have been directed toward the development of infrastructure, including schools, hospitals, and essential services.
