Punjab Plans EV Sops in New Industrial Policy as States Compete for Investment

Minister Sanjeev Arora says focus on EVs, semiconductors and clean technologies to drive long-term growth

by News Desk

Chandigarh, December 18: Punjab is preparing to roll out incentives for electric vehicles under its upcoming industrial policy, as states intensify competition to attract fresh investments. The policy aims to position Punjab as a preferred destination for advanced manufacturing, including electric vehicles, semiconductors, and clean technologies, senior government officials said.

Industries Minister Sanjeev Arora said the new policy will lay the foundation for Punjab’s next phase of industrial growth. He stressed that the government’s focus is on creating an ecosystem where modern industries can grow with confidence. According to him, targeted incentives, faster approvals, and a predictable policy framework will form the core of the strategy.

“Punjab is working to become industry-ready,” Arora said. He added that the government wants to offer long-term value rather than short-term benefits. The emphasis, he explained, is on building stronger supply chains, creating skilled jobs for youth, and promoting industries aligned with Punjab’s economic and environmental priorities.

EV Incentives to Anchor Punjab’s Manufacturing Push

Officials said incentives for electric vehicle manufacturing will be a key pillar of the new Punjab industrial policy. The state aims to attract companies involved in EV assembly, battery manufacturing, and component production. Policymakers believe EV investments can generate employment while supporting cleaner mobility goals.

Punjab faces stiff competition from states like Gujarat, Tamil Nadu, Maharashtra, and Telangana, which already offer aggressive EV incentive packages. However, officials believe Punjab’s strategic location, skilled workforce, and improving infrastructure can give it a competitive edge.

The proposed policy is expected to include fiscal incentives, land-related benefits, and faster statutory clearances. Industry officials said predictable rules and reduced compliance delays matter more than one-time subsidies. The government appears to have taken this feedback into account while shaping the policy.

Semiconductors and Clean Tech in Policy Spotlight

Beyond EVs, the government wants to attract investments in semiconductors and clean technologies. Minister Arora said Punjab aims to support industries that represent the future of manufacturing. He noted that advanced manufacturing requires stability, skilled manpower, and efficient logistics.

The state plans to focus on ancillary units and supply chains, even if large fabrication plants remain concentrated elsewhere. Officials said Punjab can benefit by hosting component makers, testing units, and downstream manufacturers linked to global supply networks.

Clean technologies, including renewable energy equipment and green industrial solutions, will also receive policy support. The government believes these sectors align with Punjab’s environmental goals while offering sustainable economic growth.

Focus on Faster Clearances and Predictable Rules

A key promise of the upcoming Punjab industrial policy is faster project clearances. Officials acknowledged that delays often discourage investors more than incentive gaps. Therefore, the policy framework will aim to simplify approvals and improve coordination across departments.

The government also plans to ensure transparency and accountability in implementation. Arora said the policy would avoid frequent changes, giving investors confidence in long-term planning. Industry bodies have repeatedly demanded policy stability, especially for capital-intensive sectors like EVs and electronics.

The administration believes that smoother processes can significantly improve Punjab’s ease of doing business rankings. Officials said digital systems and defined timelines will support this effort.

Jobs, Skills and Long-Term Economic Value

Minister Arora emphasised that job creation remains a central objective. He said advanced manufacturing can create high-skilled employment opportunities for Punjab’s youth. The government plans to align industrial growth with skill development initiatives.

Officials said partnerships with technical institutions and training centres will help meet industry requirements. By doing so, Punjab hopes to reduce migration of skilled workers to other states.

The policy also seeks to strengthen local supply chains. Officials believe that deeper industrial ecosystems create resilience and sustained growth. Such ecosystems, they said, help small and medium enterprises integrate with larger manufacturers.

Strategic Timing Ahead of Investment Race

The policy announcement comes at a time when states are actively courting global and domestic investors. With India pushing electric mobility and clean manufacturing, Punjab wants to secure its share of upcoming investments.

Experts said the success of the policy will depend on execution. While incentives attract attention, consistent implementation determines investor confidence. Punjab’s challenge will be to convert policy intent into on-ground outcomes.

The government said the forthcoming industrial policy represents a step toward building Punjab’s industrial future with accountability. Officials added that stakeholder consultations will continue before final rollout.
